Question PWS or RFP Section Vendor Question USCG Answer 1 RFP Section L-10, Subsection (c), "Volume I - Technical/Manageme nt Approach"
Why does the government require resumes for all personnel? During a recent GAO protest they determined the requirement for resumes presented \ an unfair competitive advantage on the incumbent. Further, with Executive Order 13495 (Nondisplacement of Qualified Workers Under Service Contracts), which establishes a policy requiring follow-on contractors to hire incumbent service employees in certain circumstances.
Please see the revised RFP Section L-10, "Quote Volume Content Instructions", sub-section (5).
It states that a resume is required for the Key Personnel noted in the PWS, which is the Project Manager.
2 RFP Section L-10, Subsection (c), "Volume I - Technical/Manageme nt Approach"
Is the government requiring two PM’s to manage a total of 7 FTE’s. We make the Alt PM the PM in the absence of the PM.
Per the PWS Section 5.1.2.1, "Project Manager", there is a requirement for one Project Manager and one Alternate Project Manager. At any given time, there will be one PM supervising the FTEs, as the alternate will only be acting in the absence of the Project Manager.
3 RFP Section L-10, Subsection (e), "Volume III - Price"
If the SCA is not applicable, why is the government asking for all SCA labor categories?
What is the TEP based on?
The USCG provided labor category names that are familiar to Offerors to ease their understanding of the requirement. Those labor categories are defined in PWS Section 5.0, "Performance Requirements." The TEP will be based on a summation of the values of all CLINs to arrive at a total estimated price.
4 PWS Section 5.1.2.1, "Project Manager"
Are we to have one of the Aircraft Mechanic IIs as an on-site Project Manager and the second Project Manager and Alternate Project Manager at an off-site location?
Per the PWS Section 5.1.2.1, "Project Manager", "it is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort." There is no prohibition on which labor category is the PM nor is there a geographic restriction on where the Alternate PM is located.
5 PWS Section 5.1.2.1, "Project Manager"
Are the off-site Project Manager and Alternate Project Manager required to be located in Atlantic City NJ and Mobile AL or can they be located at Corporate Headquarters
Per the PWS Section 5.1.2.1, "Project Manager", there is no geographic restriction on where the PMs are located, aside from it being "anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort".
6 RFP Section B-1, "General"
RFP, Page 4, Section B, B-1 states the following, “The Offeror shall provide all management, supervision, labor, and materials necessary to meet the stated requirements.” Can the government please provide a list of the “materials” that the Offeror will be responsible for supplying?
The successful Offeror will be required to supply the materials noted in the PWS, such as the "site safety gear" cited in PWS Section 11.1, "Worksite Conditions".
7 RFP Section L-10, "Quote Volume Content Instructions", Subsection (c), "Volume I - Technical/Manageme nt Approach", Item #
RFP, Page 23, Paragraph 4 does not list the number of hours required for Option Period 1 and states that the hours required for Option Period 5 are 5,280. What are the hours required for Option Period 1 and can the government clarify if 5,280 hours is the correct number for Option Period 5?
Please see the revised RFP Section L-10, "Quote Volume Content Instructions", sub--section (4).
The Option Period 1 estimated hours are also 15,360, and the Option Period 5 estimated hours are 3,840.

Question PWS or RFP Section Vendor Question USCG Answer 8 RFP Section L-10, "Quote Volume Content Instructions", Subsection (c), "Volume I - Technical/Manageme nt Approach", Item #
RFP, Page 23, Paragraph 5 states the following, “The Offeror shall include with the response, resumes for the proposed Project Manager, Alternate Project Manager, Aircraft Mechanics I/II, and ALSE Tech labor categories.” Can the Government please clarify the total number of resumes required for the Aircraft Mechanics? Is a representative sample of 1 ea for both labor categories required or 7 total, 4 for the Mech I and 3 for the Mech II?
Please see the answer to Question # 1.
9 PWS Section 11.1, "Worksite Conditions"
PWS, Page 10 states the following, “ The Contractor shall provide all site safety gear for the worksite, including all appropriate PPE required to comply with all federal, state, and local worker safety requirements. PPE includes, but is not limited to, ear plugs, face shields, gloves, safety shoes, safety glasses, and steel-toed shoes. Air-breathing equipment, hats, gloves, and coveralls may be required when working with hazardous materials or hazardous wastes.” Can the government be more specific regarding the air-breathing equipment requirement?
Air-line respirator equipment will be used in extremely high concentrations of toxic gases and vapors (i.e., for personnel entering into aircraft fuel tanks). Personnel will wear white duck or cotton overalls which have no metal accessories or buttons. Non-sparking tools shall be used near open fuel cells or taken into the fuel cell.
Full-face or hood, type C, continuous flow supplied air respirators shall be used when spraying aircraft polyurethane paint systems.
Chemical cartridge respirators shall be used for mixing paints and general painting operations such as lacquers/enamels, organic vapors, and roller or brush application of aircraft polyurethane paint systems.
10 PWS Section 6.3.2 (which relates to the tasks of the ALSE Inspector/ Maintainer)
PWS, Page 7, Paragraph 6.3.2 states the following, “Perform inspection, overhaul and repair procedures for all scheduled and unscheduled inflatable equipment, Survival Equipment & Survival Kits, Rescue Equipment, Protective Equipment, and Helicopter Rescue Swimmer equipment as required.” Is it’s the governments intention the ALSE Technician will “overhaul” this equipment and if so, IAW what Technical Documents?
Please see the revised PWS Section 6.3.11.
The "overhaul" mentioned is a general term and it is not expected that the ALSE Technician will have to break items down to the component level and then repair individual components that would require their own procedure or manual.
ALSE Technician procedures are stipulated in the PWS and in particular, relate to Commandant Instruction (COMDTINST) M13520, the Aviation Technical Information Portal (ATIP), and Maintenance Procedure Cards (MPCs).
11 PWS Section 11.3, "Work Hours"
PWS, Page 11, Paragraph 11.3 states that the standard workday for A/S Atlantic City, NJ is 7 hours, is this the same for ATC Mobile, AL?
The core work hours for both sites is the same (from 0800 to 1600), with the only difference being that Air Station Atlantic City is on Eastern Time and ATC Mobile is on Central Time.
The standard work day is seven (7) hours at both locations. While the above-noted 0800 to 1600 time period is eight (8) hours total, a hour has been deducted to account for lunch/breaks/etc.

Question PWS or RFP Section Vendor Question USCG Answer 12 RFP Section L-10, "Quote Volume Content Instructions", Subsection (d), "Volume II - Past Performance"
Will Subcontractor past performance be evaluated?
Yes, Offerors may use their subcontractor past performance experience as a part of the two
(2) to five (5) past performance examples required in this section, provided that the examples meet the recency and relevancy criteria noted in item # 2 of this sub-section. It is the Offeror's responsibility to tie together the relevancy of each provided example to this particular requirement.
13 General Will the right of first refusal for current incument contracted personnel be invoked?
The successful Offeror will be required to abide by all solicitation terms and conditions.
If the question is specifically about Federal Acquisition Regulation (FAR) clause 52.207-3, "Right of First Refusal of Employment", that clause is not included in this solicitation because the work does not include the coversion of in-house Government personnel to contractor performance.
14 General Does the SCA apply to the current incumbent contract?
No.
15 PWS Section 5.2, "Contractor Personnel Qualifications"
Will the Government extend labor category qualifications to include similar technical training school within the ranks of Navy, Air Force, or Marine Corps?
Yes, similar experience at the Navy, Air Force, and/or Marine Corps may be counted toward years of experience.
However, it is the Offeror's responsiblity to explain why this experience is relevant and applicable to this requirement.
Also, please note that per PWS Section 5.2.3, "Aviation Life Support Equipment (ALSE) Inspector/Maintainer Position Qualifications", "only graduates of the USCG Aviation Survival Technician School are authorized to inspect, maintain, and modify Coast Guard Aviation rescue and survival equipment."
16 PWS Section 5.2.1, "Aircraft Mechanic I Position Qualifications", and PWS Section 5.2.2, "Aircraft Mechanic II Position Qualifications"
Currently, there is no distinction between experience requirements for A/C Mech 1 and A/C Mech II personnel. Both require "five (5) years' work experience as a licensed A&P Mechanic, with at least three (3) years' experience working on rotorcraft similar to the H-65." Will the Government consider the A/C Mech I requirement to be "three (3) years' experienece as a licensed A&P Mechanic, with at least two (2) years' experience working on rotorcraft similar to the H-65?"
Please see the revised PWS Section 5.2.1, "Aircraft Mechanic I Position Qualifications".
