MHS GENESIS SUSTAINMENT TRAINING
STATEMENT OF WORK
for
THE UNITED STATES COAST GUARD
ELECTRONIC HEALTH RECORD ACQUISITION PROGRAM OFFICE
1.0. GENERAL
1.1. SCOPE
The purpose of this requirement is to obtain contractor support for Military Helath
System (MHS) GENESIS sustainment training for the CG-9333 Electronic Health
Record Acquisition (eHRa) Program Management Office (PMO). MHS GENESIS sustainment training includes, but is not limited to, classroom instructor led training, over the shoulder training, training classroom set up and management, training surveys, and monthly reports. The Contracting Officer’s Representative (COR) shall approve all deliverables, products, and documents.
1.2. BACKGROUND
The Coast Guard Health Services Program supports the National Security Strategy by providing health care services to Coast Guard members worldwide who support the nation's economic, social and military security in the maritime environment. Since 2002, there have been several electronic health record (EHR) acquisition efforts, including
Composite Health Care System and Integrated Health Information System. Currently, all
CG legacy EHR solutions will be discontinued and the USCG medical community has reverted to primarily paper based health record management.
The Coast Guard has need of an improved health record solution that will protect
Personally Identifiable Information (PII) and Personal Health Information (PHI) as well as markedly enhance core and priority Coast Guard health care services and improve interoperability with Department of Defense (DoD) Military Health System and Veterans
Administration (VA). The potential impact of an unimproved health record solution is suboptimal quality of health care due to limited access to medical information such as previous medical evaluations, laboratory results, radiologic results, treatment and medication prescription history, etc.
The scope and technical complexity of the Coast Guard’s Electronic Health Record
Acquisition Project demands proactive problem identification, creative issue resolution, and overall stewardship of the program.
In April 2018, the eHRa PMO entered into an Inter-Agency Agreement (IAA) with the
Defense Health Agency (DHA) to deploy MHS GENESIS as the USCG’s EHR. MHS
GENESIS is currently being deployed by the DoD and the VA and will provide the interoperability desired in health care record management.
1.3. CONTRACTOR PERSONNEL
1.3.1 Program Manager - The Contractor shall provide a Program Manager who shall be responsible for all Contractor work performed under this contract.
The Program Manager is further designated as Key by the Government (see

1.3.5 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS -
The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from U.S. Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under this contract. The
Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

5.3. MHS GENESIS SUPER USER SUPPORT
The USCG will identify Super Users during MHS GENESIS deployment. However, these Super Users will not receive additional training outside of the Just In Time
Training provided during MHS GENESIS deployment. As such, the regional support training staff will be required to perform Super User duties for users at USCG health services clinics and sickbays. It is anticipated that Super User duties will be performed remotely. Requests for on-site Super User support will be made to the eHRa PMO COR. If travel for Super User support is required, it must be approved by the eHRa PMO COR and coordinated with the Clinic/Sickbay site Government coordinator by the Contractor prior to commencement of travel.
5.4. MOBILE TRAINING SUPPORT (AUGMENTATION)
MHS GENESIS Regional trainers may be required to travel outside of their primary
Region to provide backfill support when additional training staff is needed for summer surges due to Military Permanent Change of Station moves or staff shortages (i.e.
illness, vacation). Travel must be approved by the eHRa PMO COR and coordinated with the Clinic/Sickbay site Government coordinator by the Contractor prior to commencement of travel.
5.5. TRAINING SURGE SUPPORT
In the event the services in this section are required, the optional Training Surge
Support CLIN will be exercised by the Government. Due to the unknown additional training hours required to meet USCG healthcare provider needs, it is impossible to forecast the cost of this work in order to fix the price in advance. To do so would put the Contractor at risk and would cause the Government to pay a price premium.
Therefore, in an effort to reduce Contractor risk and to eliminate the Government paying a price premium, the following process shall be followed to fix the price of the tasks in this section of the Statement of Work (SOW):
Prior to all tasks in the section of the SOW the COR will provide the Contracting
Officer a Work Order (Attachment 3) that describes the additional MHS GENESIS training hours required. A work order will be submitted to the Contractor by the KO when the Request for Quote (RFQ) is submitted. The Contractor shall provide the
Work Order containing its Firm Fixed Price quote back to the Contracting Officer by the deadline included in the RFQ. The Contractor’s Firm Fixed Price Quote shall use only the approved labor categories and firm fixed price labor rates for those categories found in the optional Systems Acquisition Surge Support CLIN listed in the contract. If the price is determined fair and reasonable, the Contracting Officer will approve the work order and provide a copy to the COR and Contractor authorizing work to begin on the subject task. Only an authorized work order and not the exercise of the subject CLIN will be direction to proceed with work under the subject CLIN. In the event the Contracting Officer cannot determine the quoted price fair and reasonable, the Contracting Officer will request other than certified cost and pricing data. The Contractor shall provide this data upon request at no additional cost to the
Government. Discussions may occur if necessary in order to arrive at a fair and reasonable price. Prior to the end of the period of performance for each year, the
Contracting Officer will incorporate all authorized work orders into the contract via modification. Each approved work order and its firm fixed price will be incorporated as a sub-CLIN to the Training Surge Support CLIN.
