JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO

SUPPORT A SOLE SOURCE PURCHASE.

13.106-1(b) Soliciting competition from a single source

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.

(1) Microphone Station, p/n 90-402-1, CAGE 28199

(2) Power Supply Assembly, p/n: 90-405, CAGE 28199

(3) Relay Tray Assembly, p/n 60-404, CAGE 28199 All parts support the Alarm & Announcing System installed on USCG National Security Cutters (NSC)

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER

SUPPLIES OR SERVICES CAN BE USED.

The parts are a portion of the microphone system contained within the alarm & announcing system onboard USCG NSCs. The use of non-OEM parts without significant testing may result in inadequate system performance resulting in full or partial system failure and catastrophic damage to the entire alarm & announcing system. The alarm & announcing system is considered mission critical equipment onboard the NSC, without operational capability of this system, the cutter cannot sail.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY

POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).

The government will continue to pursue new technologies and systems with similar technical specifications in an effort to find common components and work with manufacturers to identify suitable non-OEM parts capable of meeting the technical requirements.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

L3 Technologies manufactured the alarm & announcing system as a sub-contractor during the acquisition of the NSCs. This system was custom designed by L3 Technologies for the NSC. To maintain the operational abilities of the system, the use of OEM parts is required by the manufacturer.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL

AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

The technical data for these parts is proprietary data to L3 Technologies.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
