Volume 2: Past Performance: The Offeror shall provide a minimum of two (2) recent and relevant past performance references (Federal, State, local government, and/or private). D.3. BASIS FOR AWARD
D.3.1 The Government intends to award a single award Indefinite Quantity/Indefinite Delivery (IDIQ) contract with a five-year ordering period using the Lowest Priced Technically Acceptable (LPTA) acceptability standards for non-price factors.
D.3.2 Evaluation. The Government reserves the right to award without discussions. The Government will evaluate all proposals in ascending order from lowest price to highest. Once the Government has identified the Lowest Priced technically acceptable proposal no further proposals will be evaluated. The following evaluation factors will be utilized in determining the proposal for award on a LPTA basis in descending order of importance:

Offerors that merely state compliance with the PWS requirements or re-state the PWS requirements in a fashion that does not clearly demonstrate the Offeror’s approach to successfully completing the requirements may be rated as “Unacceptable”.
The following table shows the possible ratings for technical capability.
Factor 1 – Technical Capability Ratings

Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.
b. Factor 2: Past Performance: The past performance evaluation will review the Offeror’s recent and relevant past performance information to assess the Offeror’s probability of successfully performing all requirements. The Government may review information obtained from any available source, such as the Offeror’s references, Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other sources that may have useful and/or relevant past performance information.
