Confined Space Entry and Rescue Training – RFP – Questions
RFP Dates:
1.) Are these dates firm (October/November) or can this training be conducted in the
December/January timeframe for the base year?
Response: The dates (primary and secondary) listed in the solicitation are firm dates.
2.) Will the contract award date take place this month (September) so that classes will be held in
October/November of this year (2018)?
Response: Yes. The Government anticipates contract award for this effort on or before 30 Sep 2018.
RFP Locations:
3.) (Proposals will depend on location of training.) When/how will this decision be made, and how can this be reflected in the proposal?
Response: As stated in the PWS, the training can held at the three (3) USCG locations or the
Contractor’s site. You have the option of choosing between the two. The “Optional” travel CLIN is available on the Pricing Spreadsheet for you to submit your estimated cost of travel. If you plan on conducting training at your facility, you can submit your proposal to reflect that and travel will not be considered; we’ll just evaluate pricing based on the actual training itself.
PWS Section 4.1:
“The Contractor shall have all required gear, instruments, personal protective equipment, and any other necessary resources to provide instruction to fulfill the requirements. The Government has included
Atlantic Strike Team (AST) Equipment Manifest (Attachment 3) sample to assist the Contractor with familiarization of NSF Confined Space Equipment. Any deviations from this must be approved by the
Government POC/COR prior to awarding.”
4.) Is the reference to the (AST) Equipment Manifest so that Offers will know how to construct their proposals to include the shipment of an identical Equipment Manifest to the various sites to be used during the classes?
Response: AST’s Equipment list is for showing contractors the type of equipment at NSF Strike teams so they know the capabilities of the teams requiring vertical and horizontal entries. We want similar type equipment capabilities in training to make it usable.
5.) Is it so that proposals understand what gear they will have access to during the instruction should they plan to supplement with any other necessary gear, instruments, etc.?
Response: If the course is at team’s location, some equipment could be used in training. OSHA requires some equipment labeled as training gear and therefore cannot be used in a real event. A contractor should follow OSHA requirements of what gear is required training or not.
6.) Can our instructors bring a sample of equipment for the students to use?
Response: Contractors can provide equipment, but needs to be capable for requiring vertical and horizontal entries. We want similar type equipment capabilities in training to make it usable.
7.) We can provide a lot of the rope rescue equipment listed on Attachment. But, it won't be the exact brands and model numbers on the equipment list, is that an issue?
Response: Confine space lines do not need to be same brand or model number. It should be used only for training. Teams have training lines, but the contractor can provide too.
8.) We do not have the specified ventilation equipment. Will that be an issue and if need be will CG provide this equipment for training?
Response: If the training is at team’s location, the contractor can use teams gear that is used for training such as ventilation equipment.
9.) Does GST and PST have the same equipment?
Response: Each team has similar equipment, which meets the requiring vertical and horizontal entries.
Only AST Equipment Manifest was provided.
10.) 1.8 KICK-OFF MEETING states that: The purpose of the kick-off meeting, which will be conducted by the POC/COR, is to discuss technical and contracting objectives, as well as, review the contractor's project plan. The kick-off meeting will be held at the government’s facility or via telecommunications no later than five (5) business days after the date of award.
Later in 7.0 DELIVERABLES.
The Contractor shall provide the following:
ITEM DELIVERABLE / EVENT PWS DUE BY
1 KICK-OFF MEETING 1.8 NLT five (5) business days after completion of course
2 Class Schedule 1.5 As scheduled between the
COR and Contractor
3 Course Evaluations Consolidated Report 5.3.3 NLT fifteen (15) business days after completion of course
Notice in 7.0 deliverables it says Kick-Off meeting NLT 5 days after completion of the course
We would like to clarify that Page 6, 1.8 “Kick-Off meeting” is the correct explanation for the Kick-Off meeting requirements and that Page 10, 7.0 “Deliverables” should read “NLT five (5) business days after date of award”.
Response: The PWS in the RFP has been revised to correct table 7.0 to state the kick-off meeting will take place NLT five (5) business days after the date of award.
4 Course Completion Certificate 5.4 NLT fifteen (15) business days after completion of course
