E.2.2 INSTRUCTIONS TO OFFERORS – CONTENT OF PROPOSAL

Each Offeror shall submit a proposal that clearly and concisely describes the Offeror’s response to the requirements contained in the Request for Proposal (RFP). The Offeror shall not use general or vague statements such as “standard procedures will be used”. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror's lack of understanding of the requirement. Cross referencing of the proposal to the requirements of the Performance Work Statement is encouraged. Offerors shall submit the following information for the proposal:

Volume 1, “Technical Capability”, Contents. The Offeror shall provide the following in its Volume 1 to be considered responsive: a technical capability that demonstrates the Offeror understanding of and capability to perform the requirements set forth in the PWS. Please note that simply repeating the PWS requirements may render the Offeror’s proposal technically unacceptable. It is the obligation of the Offeror to fully explain how it intends to thoroughly meet all PWS requirements.

Volume 2, “Past Performance,” Contents. The Offeror shall provide the following in its Volume 2 to be considered responsive: up to three (3) past performance examples for services provided on services of comparable scope and complexity as this solicitation’s requirements.

The Government will only evaluate recent and relevant past performance. All other past performance will be disregarded and not used in the source selection process. “Recent” is defined as work performed within the past three years as of the solicitation release date (i.e., June 2015 to June 2018). “Relevancy” is defined as work similar in scope, size, and complexity, of the present requirement.

For each past performance example, Offerors are to submit:

a. the agency or organization name being supported,

b. the current contract number,

c. The email and phone numbers for a reference knowledgeable about the Offeror’s performance (preferably the Government contracting officer or contracting officer’s representative), and

d. A brief statement of the services provided, how these services are relevant to this solicitation, and the period of performance of the services provided.

Past performance examples with the federal Government are most preferred. If no recent and relevant federal Government contracts are available, then Offerors may use state or local Government examples. If no recent and relevant state and local Government examples are available, then Offerors may use commercial contract examples. Each past performance example is limited to two (2) pages (exclusive of the cover sheet), with a maximum of six (6) pages if the maximum of three (3) past performance examples are provided.

Volume 3, “Price”, Contents. The Offeror shall provide the following in its Volume 3 to be considered responsive: a completed proposal pricing spreadsheet in Microsoft Excel.

Pricing shall be completed for each item or the proposal will be considered non-responsive.
