mailto:Susan.Ferralli@uscg.mil mailto:Benjamin.Simmons@uscg.mil

Note: Offerors are not required or requested to submit past performance references. The Government will use public and Government-restricted sources (i.e. PPIRS) to evaluate past performance for relevancy related to similar work.

EVALUATION

The Government reserves the right to award without discussions. The proposal will be evaluated on technical capability, price and past performance. The Government plans to award a single award IDIQ contract in accordance with FAR Part 12 and FAR Part 15. Award will be made using LPTA selection process. Award may be made on initial offers. Therefore, each proposal should contain the offeror’s best terms from a technical and price standpoint. The LPTA process will proceed as follows:

1) Proposals may be removed from consideration for any of the following reasons:

a. Proposals that are not received by the proposal due date.

b. Proposals that fail to follow instructions

c. Proposals that fail to submit any required documentation

d. Proposals that have language inconsistent with the terms and conditions set forth in the solicitation

2) Proposals will be reviewed by price from lowest to highest.

3) The Government will then review Factor 1 (Technical capability), Factor 2 (Past Performance) of the lowest priced proposal. If the review finds that Factors 1 and 2 of the lowest priced proposal are acceptable, then that proposal represents best value to the Government and the technical evaluation process stops. Contingent upon a subsequent determination of price reasonableness and of contractor responsibility by the Contracting Officer, an award will be made to the offeror without further consideration of any other offerors. If the lowest priced offer is determined not to be acceptable for any reason, then the next lowest priced offer will receive an evaluation as described above. The process will continue (in order by price) until a proposal from a responsible contractor is determined to be acceptable and priced fairly and reasonably.

4) Using this procedure, the Government might not evaluate all offers.

Each Factor will be evaluated as follows:

Factor 1: Technical capability to meet the Government’s requirement. Technical capability will be rated on an “acceptable” or “unacceptable” basis as follows:

• Acceptable – Proposal clearly meets the minimum requirements of the solicitation as follows:

offeror demonstrates capability to perform requirements in solicitation; items meet all specifications and airworthiness certification requirements; warranty coverage and delivery schedule meet stated requirements.

• Unacceptable – Proposal does not clearly meet the minimum requirements of the solicitation.

Factor 2: Past Performance. Past Performance will be evaluated on an “acceptable” or “unacceptable” basis as follows:

• Acceptable – Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the Offeror’s performance is unknown (see note below).

• Unacceptable – Based on the offeror’s record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance which is considered “neutral.” In the context of acceptability/unacceptability, "neutral" shall be considered "acceptable."

Price: Price analysis will be conducted in accordance with FAR 15.4 to determine reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price. Proposals will be evaluated based upon the total proposed price. The evaluated price will be the unit price proposed multiplied by the specified unit. The sum of all CLINs (base year and Options) will represent the total evaluated price. Offeror’s are advised that the evaluation of options shall not obligate the government to exercise such options.

The Government contemplates award of a Firm Fixed Price (FFP) contract resulting from this solicitation.
