• Quotations that have language inconsistent with the terms and conditions set forth in the
RFQ.
(2) Quotations will be ordered by price from lowest to highest.
(3) The Government will then review Volume 1 “Technical Capability” of the lowest priced quotation. If the review finds that Volume 1 “Technical Capability” of the lowest priced quotation is acceptable, then that quotation represents the best value to the Government and the technical evaluation process stops at this point. If the price is reasonable and the contractor is responsible, the Contracting Officer will award the contract to that offeror without further consideration of any other offerors.
If the lowest quotation is determined not to be acceptable for any reason, then the next lowest priced quotation will receive an evaluation as described above. The process will continue (in order by price) until a quotation from a technically acceptable responsible contractor’s quote is determined to be priced fair and reasonable.
(4) Using this procedure, the Government might not evaluate all quotations.
Each Factor will be evaluated as follows:
Volume 1-Technical Capability of the Item Offered
The following factors listed below will be used to evaluate quotes:
The Ability of Item to Meet Performance Requirements evaluation factor will be evaluated as technically acceptable or technically unacceptable. The Ability to Meet Delivery Schedule evaluation factor will be evaluated as technically acceptable or technically unacceptable. If any of the factors is evaluated as technically unacceptable, the entire Technical Volume will be technically unacceptable. Technically unacceptable quotes will not be eligible for award.
Factor 1 – Ability of Item to Meet Performance Requirements
In order to receive a rating of “acceptable” for this subfactor, the quote must at a minimum, demonstrate item specifications that meet or exceed the performance requirements provided in Attachment 1.
Factor 2 – Ability to Meet Delivery Schedule – In order to receive a rating of “acceptable” for this subfactor, offeror shall provide a schedule for delivery that meets the desired delivery date required for the base year.
Volume 2-Price
The Government will analyze each Offeror’s price for reasonableness and completeness. This analysis will include the Offeror’s understanding of the PWS requirements and ability to perform the PWS requirements. The Government will evaluate the total overall price by calculating the total of all CLINs for this purchase order including optional CLINs. Failure to propose a complete pricing Quote may result in not being considered for award. In the evaluation of the Offeror’s quote, travel will be included in the overall evaluation for price reasonableness.
BASIS FOR AWARD:
The Government will select for award the Offeror whose quote is the Lowest Price Technically Acceptable quote. No technical tradeoffs will be made and no additional credit will be given for exceeding acceptability. Therefore, each initial offer shall contain the offeror’s best terms from both a technical and price standpoint. Offerors are cautioned that taking the exception to the terms and conditions of the solicitation may cause an otherwise acceptable quote to become unacceptable. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and/or waive informalities and minor irregularities in offers received.
The Government will not rate or score price, but will analyze each Offeror’s price for reasonableness, and completeness. The Government will evaluate the total overall price by calculating the total of all CLINs for this purchase order including Option CLINs. Failure to propose a complete pricing quote may result in not being considered for award.
