Commanding Officer United States Coast Guard District 17(dpw) Juneau, AK 99002
1. SCOPE:
1.1. Contractor shall provide all supervision, labor, equipment, parts and materials necessary to recover 35 foam navigational buoys and their moorings located in the Kuskokwim River near Bethel, Alaska, store buoys and moorings over the winter, then deliver the buoys to a USCG Buoytender in Kuskokwim Bay the following spring, on or about 25 May, 2020. These foam buoys are not suitable for use in areas where ice is present, so the buoys need to be removed prior to the formation of ice in Kuskokwim River and Bay.
2. GOVERNMENT FACILITIES AND UTILITIES:
2.1. All work is to be completed at the Contractor’s facilities and using vessels provided by the Contractor until the buoys are finally delivered to a Coast Guard Buoytender. Buoys, chain and sinkers are property of the US Coast Guard.
3. MATERIALS AND LOCATIONS:
3.1. 35 foam buoys (Kuskokwim River Buoys #13 - #66) of various sizes are currently on station in the Kuskokwim River. The buoys weigh between 65 and 525 pounds each. Typical moorings include 90’ of either 1” or ½” chain, and utilize either cast iron pyramid or square concrete sinkers ranging in weight from 135 pounds to 2,000 pounds. Buoy positions and a description of each buoy and mooring are described in enclosure (1). Technical specifications including weight and dimensions of buoys are provided in enclosure (2).
3.2. Large steel buoys (Kuskokwim Bay Buoys #2 - #12) located in Kuskokwim Bay are not included as part of this contract.
3.3. Foam buoys, chain and sinkers shall be stored at the Contractors facility at a location of the contractors choosing.
3.4. The Contractor is required to comply with local laws and regulations. All applicable Material Safety Data Sheets shall be available upon request.
4. SCHEDULE OF WORK:
4.1. Completion of work shall be accomplished within 30 calendar days from acceptance of order.
4.2. Contractor shall notify the Seventeenth Coast Guard District office of Waterways Management at (907) 463-2262 once buoys are removed so appropriate notices to mariners can be issued.
5. EXISTING CONDITIONS:
5.1. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.
6. LIABILITY OF CONTRACTOR:
6.1. Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government.
6.2. Buoy Moorings which are not recoverable due to the sinkers having silted in may be cut and abandoned in place.
7. INSPECTION AND ACCEPTANCE: The Point of Contact and Project Manager will accomplish inspection and acceptance of work. Documentation of performance may be accomplished remotely by photographs of buoys and moorings once they are placed in the storage area. The Point of Contact and Project Manager for this contract is BMC Eric Uhr, reachable at (907) 463-2266, or Eric.B.Uhr@uscg.mil.
8. SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the work area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall ensure work is completed in a manner that complies with the requirements of all Federal, State and Local safety laws, rules and regulations. The location where this work will be performed falls inside of the U.S. Boundary Line as delineated in 46 CFR part 7. Thus, vessels involved in performing this work are not required to maintain current load line certificates.
9. TECHNICAL REQUIREMENTS:
9.1. GENERAL: Recover and store 35 foam buoys and their moorings until spring of 2020.
9.2. Requirement 1: Recover Kuskokwim River Buoys # 13 through #66 and their associated mooring equipment.
9.3. Requirement 2: Store buoys and moorings over the winter.
9.4. Requirement 3: Deliver 35 foam buoys and all recovered moorings to a USCG Buoytender in Kuskokwim Bay in advance of the 2020 navigation season, on or about 25 May, 2020, at a location in Kuskokwim Bay somewhere to the North of the location of Kuskokwim Bay Buoy 6. The exact location and timing of this transfer will be coordinated between the masters of the two vessels involved based on prevailing weather and river conditions. Transferring buoys and moorings from the contractor’s barge or vessel will be accomplished using the Buoytender’s installed crane. Crew from the Buoytender will be provided as riggers with appropriate slings or and equipment to sling-load the buoys, mooring chain and sinkers from the barge to the Buoytender.
