Vendor Questions USSS Response Historically the last round bolt hold open functionality on PCC’s utilizing Glock Factory magazines are not reliable. The better immediate solution would be utilizing MPX magazines. Another option which is currently in development with our company, would be our Patented Synkro Ambi Control system modified for the PCC to accommodate this exact spec in particular. Please let me know if there is any way we can have additional time for testing and development in order to finish this design exclusively for USSS, Homeland Security and this bid.
Per requirement 2.9.11 in the SOW, The weapon magazine well shall be compatible with Glock magazines.
When do physical samples need to be onsite for testing? February 27, 2026 by 1600 EST Is integral suppression acceptable? No Regarding the quality management system, Factor 1: Technical Proposal, item f within the technical volume requires offerors to provide a current QC/QA process synopsis or the manufacturer’s Quality Manual or ISO certification. The same QMS information also appears under Section 2. Proposal Submission, 2.2 Quality Management System, 2.2.1.
Please confirm the Government intends for the QMS information to be submitted both within the Technical Volume and as a separate document.
Correct, the Government intends for the QMS information to be submitted both within the Technical Volume and as a separate document.
Regarding maintenance documentation, Factor 1. Technical Proposal item c. requires submission of the manufacturer’s maintenance schedule, operator manual, and armorer manual.
Separately, Section 2. Proposal Submission, 2.3 Documentation references a presentation covering the manufacturer’s maintenance schedule, operator manual, and armorer manual.
• Please confirm these are separate requirements and whether the Government has a preferred format for the maintenance presentation.
These are separate documents and the Government prefer hard copy manual for the maintenance presentation.
On page 6 of the Statement of work line 2.10.17.3 Overall Length:
not to exceed 28.00 inches (maximum, w/stock assembly fully extended, not including muzzle device); NTE 23.00” collapsed. Is the 23" collapsed length also not including the muzzle device?
Correct. It does not include the muzzle device.
On page 6 of the Statement of Work line 2.10.17.5 calls out "Barrel Length: 6.0-8.0 inches (min – max; not including sound suppressor)". Would you be willing to amend this to 5.85-8.00 inches?
No. The barrel length must be 6 - 8" per the SOW 2.10.17.5
Is the expectation that both the PCC Full size and PDW would have the same Stock? The sample request ask for 5 firearms and 5 PDW uppers. The pricing request is for a complete firearms for both. If I were to build a small complete PDW I would use a different stock than the full size. (Minimize the foot print) if this is the case should we send 10 complete firearms?
Yes. The stock on the lower reciever will be used for the full size PCC and PDW. The requirement is for 5 full size PCC firearms and 5 PDW upper receivers.
Is there a desired stock configuration for the full size and PDW? No. Per the SOW 2.10.16 The buttstock shall be quickly adjustable for length of pull without the use of any tools. A folding stock buttstock is not required but acceptable.
Can the suppressor be mounted under the handguard on the PCC?
The specs call for a 6-8 inch barrel but a minimum 7” Handguard.
This would seem the suppressor could be installed under the hand guard
Yes
To confirm, if we mounted the Suppressor under the Handguard on the PCC, I am assuming the overall length would be measured to the end of the Handguard, not the barrel? In this configuration the Handguard would protrude out past the barrel but withheld the Suppressor additional length. We would be a 1/4” over the 23’
Yes, overall length is measured with the stock fully extended and fully collapsed, to the end of the handguard or barrel, whichever protrudes the farthest.
The solicitation for the USSS PCC/PDW states about the operating system have a "Mechanically Delayed Operating System" can we get more clarity on exactly what is being requested so we don't submit something that doesn't meet that requirement
An operating system, that through friction or mechanical leverage, holds the bolt closed until after peak chamber pressure. A simple blowback, or straight blowback system will not be acceptable.
Manufacturer’s Maintenance Schedule, Operator Manual, and Armorer Manual: The offeror(s) shall provide information regarding the factory recommended maintenance procedures for the expected service life of the weapons (at the operator and armorer levels). This document should specifically address the model submitted for evaluation.
Yes, a commercial version will suffice as long as all of the information from item C is contained in the manual(s).
Regarding Technical Volume item C. Manufacturer’s Maintenance Schedule, Operator Manual, and Armorer Manual:
Does the Government accept commercial owners' manuals, or is additional data required, similar to a military FM/TM? If additional data is required, please provide details.
Yes. The government will accept a commercial owners manual, as long as all information requested is contained in the manual.
INSTRUCTION TO OFFERORS Attachment 1 Section 2.10.3 Operating System. “The firearm shall utilize a closed-bolt, mechanically delayed operating system.”
Our proprietary bolt design eliminates the added risk of mechanical failure due to delayed operation and at the same time reduces recoil impulse which mechanical delay was intended to accomplish. Would this solicitation allow submission of our cutting-edge bolt carrier group design incorporated in our PCC and PDW SBR rifles to be considered?
We do meet every requirement defined in Statement of Work Attachment #2.
No. The firearm must utilize a closed-bolt, mechanically delayed operating system.
