# Questions Answers
1 Are all 11 locations expected to be serviced on every scheduled route day, or only when garments are available at that location?
The Contractor shall provide scheduled pickup and delivery service to all designated locations on their assigned service days. If a location has no garments available for pickup, no pickup will be required; however, the Contractor must maintain the capacity to service each location in accordance with the established schedule.
What documentation will the Government accept as proof that the Contractor can launder/dry clean 1,500 comparable items within 2 days?
The Government will accept verifiable documentation demonstrating the Contractor’s ability to process approximately 1,500 comparable items within two days. Documentation may include prior contract performance information, production records, invoices or service records, customer references, or other documentation that clearly demonstrates comparable processing capacity.
Is this a new requirement or is there an incumbent currently fulfilling this need? If there is any incumbent, could you please share the current contract number?
This is a recompete of an existing laundry and dry-cleaning requirement.
4 For a small-business prime contractor proposing to perform the requirement using an experienced commercial laundry/dry-cleaning subcontractor, may the prime contractor rely upon the proposed subcontractor’s processing facility, equipment, personnel, vehicles, quality-control systems, processing capacity, and relevant references to satisfy the Technical

5 The solicitation is identified as a Total Small Business set-aside; however, we do not see FAR 52.219-14, Limitations on Subcontracting, included in the solicitation.
Please confirm whether FAR 52.219-14 applies to this requirement and, if applicable, whether compliance will be measured at the overall contract level or at the individual task/delivery order level.
Yes, FAR 52.219-14 will be added to the RFQ solicitation.
Compliance will be measured at the overall IDIQ level and the clause will flow down from the IDIQ to the task order level.
6 Specifically, may a prime contractor satisfy these requirements through a qualified first-tier subcontractor that will perform the required laundry, dry-cleaning, pressing, alterations, pickup/delivery, and related services?
For example, if the prime contractor enters into a first-tier subcontract with an established commercial laundry/dry-cleaning company that possesses the required equipment, personnel, vehicles, production capacity, quality-control procedures, and relevant experience, would that subcontractor's capabilities satisfy the applicable requirements of the solicitation?
Additionally, please clarify whether:
1. The prime contractor is required to own or directly operate the required laundry, dry-
Yes, subject to the terms of the solicitation and compliance with FAR 52.219-14 and any other applicable subcontracting requirements. The prime contractor remains responsible for overall performance. Proposed subcontractor facilities, personnel, equipment, transportation capabilities, quality control systems, processing capacity, and relevant experience may be identified as part of the technical quotation where those resources will be used in performance.
