About this file
This is a Questions and Answers document from a Request for Quote (RFQ) for ballistic shields issued by the United States Secret Service (USSS). The document addresses two key inquiries regarding the procurement specifications.
The first question asks whether USSS will consider equivalent ballistic shield solutions that meet or exceed required performance and configuration standards. USSS responded that all shields used by Secret Service Police must be preapproved and used during training modules, with any selected product requiring prior training approval. The agency stated that current procurement timeline constraints do not permit testing and research of alternative solutions. The second question raises awareness of ASTM E3347, the latest standard specification for ballistic-resistant shields used by law enforcement officers, which is intended to replace the older NIJ 0108.01 standard from forty years prior. The questioner noted that the Vanguard-VL shield specified in the RFQ has not been validated to this newer standard. USSS's response directs the questioner to refer to the first answer, indicating that the equipment selection is based on established training protocols and preapproval processes rather than the latest industry standards.

Ballistic Shields – RFQ Questions
• Will USSS consider an equivalent ballistic shield solution that meets or exceeds the required performance and configuration.
No. All shields used by Secret Service Police are approved and used during training modules. Any product selected must be preapproved by training.
Current time limitations for procurement submission do not allow testing and research.
• For this solicitation which requests Vanguard-VL by name, we noted that this equipment has not been validated to the latest standard for law enforcement use of ballistic shields, ASTM E3347. Is the Secret Service aware of this standard (Standard Specification for Ballistic-Resistant Shields Used by Law Enforcement Officers).
which is intended to replace the generic, forty-year-old NIJ 0108.01 (standard for testing ballistic resistant materials), which requires only five widely spaced test shots at room temperature?
Please refer to bullet point one answer.
