About this file
This is a Questions and Answers document for RFQ 70US0926Q70092794, a lights and sirens installation contract for the United States Secret Service (USSS).
The USSS seeks contractor services to install emergency lighting and siren equipment on vehicles located in Washington, DC. The government will furnish sirens, siren controllers, radios (Motorola Radio kit APX8500), antennas, and microphones. The contractor is responsible for purchasing and installing emergency lighting equipment, preferably CODE 3 or Sound Off brand units, along with associated wiring, fuses, and brackets. Installation requirements include windshield lights, rear side lights, and rearward-facing warning lights; side collision lights and running board lights are not required. The USSS will handle vehicle pickup and delivery; the exact location will be provided to the awardee. The offer due date has been extended from July 21, 2026 at 4:00 PM to July 23, 2026 at 4:00 PM EST. This document clarifies the division of responsibilities between government-furnished and contractor-supplied equipment to assist potential offerors in preparing accurate proposals.

RFQ 70US0926Q70092794 Lights and Sirens Installation
Questions/Extension
1. Will the vehicles be picked up and dropped off or will the Contractor need to ensure pickup and delivery. If it is the contractor's responsibility where will the vehicles be located and is there a required method of transportation and insurance liability coverage that needs to be included?
The vehicles are in DC. The vehicles will be picked up and dropped off. The exact location will be provided to the awardee.
2. Is there a specific brand of light that is going to be provided by the Government, if so which Brand what control head or control mechanism is being requested for installation?
We are not providing the lights. We provide the Motorola Radio kit APX8500, this includes the microphone, head unit, siren, and speaker (all of which have covered instillation under the Motorola contract). We would need emergency lights and the installation.
3. Is the United States Secret Service (USSS) specifying a particular manufacturer for the emergency warning equipment?
We prefer “CODE 3 or “Sound off” for the emergency lights.
4. The SOW references windshield and rear side lights. Should offerors assume that rearward-facing warning lights are also required?
Yes
5. Will the USSS furnish the radios and antennas as Government-Furnished Equipment (GFE), or are these items to be provided by the contractor?
The government will provide.
6. Can you clarify exactly what equipment is being provided as Government Furnished Property (GFP) versus what we're expected to supply? Specifically, are the lightbars, siren controllers, and radios provided, or do we need to source those alongside the wiring, fuses, and brackets?
Sirens, controllers, and radios are provided by the USSS. The vendor is expected to purchase and install the emergency lighting equipment.
7. The SOW only specifies lights on the front windshield and rear side windows. Do you want any side collision or running board lights installed on any of these vehicles, especially the larger Ford F-250s or Dodge Durango?
No
This amendment also extends the offer due date from July 21, 2026 at 4:00PM until July 23, 2026 at 4:00PM EST.
