About this file

This file is a Questions and Answers document for RFQ 70US0926Q70092744, a tire replacement Indefinite Delivery Vehicle (IDV) issued by the Department of Homeland Security.

The contractor's scope of work is limited to tire delivery with no installation services required. DHS personnel will be available to assist with unloading tires at the facility, so the contractor is not responsible for physical off-loading. Each ordering period covers a 12-month timeframe, with listed quantities representing estimated delivery amounts for that year that may fluctuate based on actual needs. The number of deliveries per year is variable and depends on what is required to fulfill the ordered quantities within each ordering period. The solicitation is unrestricted and open to all contractors, despite an apparent discrepancy in the FAR clause listing that references a small business set-aside provision. The contracting officer clarified that FAR 52.219-6 does not apply and the acquisition remains fully open to unrestricted competition.
