About this file

The file is a Question and Answer (Q&A) Matrix for a US Secret Service solicitation (RFP 70US0925R70093098) for Forensic Hardware B. The solicitation is a small business set-aside for a five-year, firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract supporting the National Computer Forensic Institute in Hoover, AL, which provides digital forensics training to state/local law enforcement, prosecutors, and judges.

The Q&A matrix addresses key vendor inquiries, including product specifications and clarifications. Significant changes were made based on vendor questions, such as replacing the AMD Radeon RX6900 graphics card with an NVIDIA 570TI, changing the Asustor Flashstor from 6 PRO to 12 PRO, and modifying the TX2 part number to TX2-ULT. The solicitation covers four main items: Forensic Workstations, TX2 Ultimate Kits, NVME 10GBE NAS, and Mission Darkness Black Box Lab XL, with minimum quantities of 338 and maximum quantities of 3,185. The response date is 7/30/2025, with contractor questions due by 7/18/2025, and government responses posted by 7/20/2025.

11BB.2, 3, 5.4, FAR 52.216-19, L.21,3,6,49,66Our company is requesting clarification regarding Notice ID 70US0925R70093098. Specifically, for the second item listed—TX2 Ultimate Kit; Part #TX2—could you please confirm whether this refers to the TX2 Ultimate Kit, or if it was intended to be the TX1 Ultimate Kit or the TX2 Imager Kit?The intent is to purchase a TX-2 forensic imager kit that provides functionality equivalent to the TX-1 Ultimate kit. The TX-1 has been discontinued as a product and the TX-2 is its replacement
2Does the Berry Amendment apply to this procurement?Berry amendment does not apply to this procurement
31BB.2, 3, 5.4, FAR 52.216-19, L.21,3,6,49,66The RFP document section 3 lists a TX-2 Ultimate Kit with product number TX2. In our research we discovered a TX-1 ultimate kit was available but were unable to locate a TX-2 ultimate kit. We discovered that the product number TX2 was in fact for a TX2 forensic imager kit that does not meet the called out specs for the Ultimate Kit. Is the intent to purchase a TX-1 Ultimate kit and a TX2 forensic imager separately to drop in? Or is the intent to purchase a TX2 forensic imager as a standalone? Or to purchase the TX-1 Ultimate kit as a standalone? Or some other variation? The intent is to purchase a TX-2 forensic imager kit, TX2-ULT that provides functionality equivalent to the TX-1 Ultimate kit. The TX-1 has been discontinued as a product and the TX-2 is its replacement. Attachment 1 & 2 are attached.
41If awarded will a standard tax exempt 1094 form be issued by the COR ?Please see FAR 52.229-3 Federal, State, and Local Taxes added to Attachment 1.
51C4.2(b) & 5.45 & 6The RFP 4.2.b mentions all hardware shall not be shipped until complete. In this instance is hardware defined as a CLIN line item? In 5.4 of the RFP it mentions different ARO time frames per CLIN line item. In 5.4 there are ARO timeframes of 30 and 60 days for different CLIN line items. If all hardware is defined as a delivery order for multiple line items this could put compliance of one section of the RFP in conflict with another section. Just want to clarify and ensure the definition of hardware in this particular instance.Hardware is defined as each individual CLIN item. Hardware delivery dates will be dictated by each task order. Orders will typically be 25-30 units of a CLIN item delivered at a single time, as each class is 25 students. We list 25-30 units because NCFI will also stock break/fix inventory items in the event of defective equipment to prevent class disruption. To illustrate our meaning, if 50 units of CLIN A and 50 units of CLIN B are ordered, a delivery order may have 25 units of CLIN A and CLIN B delivered on the same day, while the remaining quantities of both CLINs delivered a month later. The expectation is that all 25 units of CLIN A would arrive together and not individually throughout the period of performance (i.e., don't send individual units each day of the week until 25 arrive, but send all 25 in the same shipment) and 25 units of CLIN B would be sent together, but not necessarily with CLIN A as long as both arrive on or before the delivery date. NCFI additionally works with vendors when staggered deliveries are needed due to product lead times in order to meet class needs.
61B1,2,&4The Radeon RX 6900 card is nearly 5 years old and has gone end of life by most manufacturers. Would the government consider changing the graphics card to the Radeon RX 9070 which was released in the first quarter of 2025?AMD Radeon RX 6900 replaced to the NVIDIA 570TI, and Asustor Flashstor 6 PRO to Asustor Flashstor 12 PRO. Attachment 1 updated.
7Does the government require any onsite unpacking, setting up, and/or configuration services? No.
82The Attachment 2 Pricing Schedule spreadsheet has an error in Cell D3 of the “Total Contract Estimate” tab. It references an empty cell. Will the government please provide a corrected Attachment 2?Corrected. Pricing Schedule V.1 is attached.
