STATEMENT OF WORK (SOW)
RTC HTW Vehicle Lights
Amended 3 June 2025
Part 1
GENERAL INFORMATION
1. INTRODUCTION: The United States Secret Service James J. Rowley Training center (RTC) provides recruit training for SA and UD new hires, as well as in service training for all directorates of the agency. This requirement is a non-personal services contract to provide equipment and installation of lights on Home to work Vehicles. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
1.1 Background: The RTC has 6 vehicles that we leased from GSA, and they are standard factory vehicles which need law enforcement lights installed to be usable for RTC employees as GOV vehicles. We want the GOV vehicles on campus to be uniform in their abilities and accessories, so lights need to be installed to make the vehicles match current fleet vehicles on campus.
The RTC currently operates two specialty vehicles and a newly acquired bus, all which are standard factory models. These vehicles, though functional in their basic form, require the installation of law-enforcement-specific emergency equipment (radios, lights, and sirens) to ensure their suitability for use by RTC employees. RTC aims to equip these vehicles with necessary emergency equipment, ensuring that all government vehicles meet uniform standards in terms of capabilities and accessories.
1.2 Objectives: Provide lights and install on RTC vehicles per the table below.
1.3 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation of vehicle lights as defined in this Statement of Work except for those items specified as Government furnished property and services.
The contractor shall accomplish the following for each needed vehicle:
