About this file
This document is a Questions and Answers (Q&A) spreadsheet for a Request for Information (RFI) regarding a 6.5 Creedmoor Gas Operated Rifle for the US Secret Service. The RFI seeks a rifle with specific technical requirements, including a 16.5" or shorter barrel, overall length of 40 inches with a fully collapsed stock and suppressor attached, and a weight that includes the suppressor. The rifle must be chambered in 6.5 Creedmoor, compatible with ammunition ranging from 130-145 grains, and include a folding stock, suppressor, specialty tools, magazines, and maintenance parts.
Key technical specifications include a requirement for 1913 Picatinny or ARCA rail at the 6:00 position, with a preference for an ARCA rail the length of the handguard. The Secret Service plans to release the full solicitation during Q3/Q4 of FY25, with testing to include a 5,000-round endurance test. Vendors must provide a description of their manufacturing capabilities and proposed solution, with the understanding that alternative solutions will not be accepted if they do not meet the exact RFI specifications. The opportunity is currently in the pre-solicitation stage under solicitation number 70US0925R70092836.

| RFI Questions & Answers | ||
| Vendor's Question | USSS Responses | |
| Reading this over again as it relates to the OAL of 40 inches with stock fully collapsed. Will the rifle OAL be measured with the silencer attached? It states on the weight requirement that it includes the silencer but does not state this for the OAL. | OAL length is with a suppressor attached. | |
| I have been reading over the RFI and SOW for the recently released 6.5 Creedmoor Gas gun and I am inquiring if you have the USSS velocity testing procedure document that could get a copy of? | That informatioin will be provided when the soliciation is released. | |
| Barrel length for this rifle should be 16.5” and under? Also, I was wondering what distance these will be tested? And with the test to get to a collective round count of 5,000rds what will the fire schedule look like? | That informatioin will be provided when the soliciation is released. | |
| Is Note 2 linked to Section 2.1.13? as NOTE 2 is not mentioned in the SOW body, just in the back of the document. (NOTE 2: All reliability and endurance tests will be conducted utilizing magazines supplied by the offeror at time of solicitation.)Note 2 appears to be a reference for Section 2.2.13 Magazines (within sections 2.2.13.1 -2.2.13.3), | Offerer must supply magazines for testing. | |
| Is there a preferred ammunition for the RFI response, if so what is the brand, type and weight of projectiles? | The weapon shall be chambered in accordance with current SAAMI Specifications in 6.5 Creedmoor, and function with assorted ammunition ranging in weight from 130-145 grain (to include all common SAAMI-spec and Mil-Spec ammunition). | |
| Does the US Secret Service intend to request an optic, mount/ ring assembly, bipod, case, accessories in a ‘complete configuration’ for the RFI and would a complete configuration be sought for this RFI? In addition to the clean (rifle and suppressor) configuration? | The rifle, suppressor, speciality tools, magazines, maintenance parts will be required for the submission. | |
| Does the US Secret Service Designated Marksman RFI have a preferred stock type (brand)? | There is no perferred stock. | |
| What is the broad planned date of the RFT (i.e. Q1 2026) post this RFI? | During Q3/ Q4 of FY25. | |
| What specific ammunition will be used during the pending RFP testing process? | The weapon shall be chambered in accordance with current SAAMI Specifications in 6.5 Creedmoor, and function with assorted ammunition ranging in weight from 130-145 grain (to include all common SAAMI-spec and Mil-Spec ammunition). | |
| In SOW Section 2.2.4.2 – “(the folding stock sample will not be weighed)” | ||
| a. | SIG Question: Will the Folding Stock be removed when the rifle is weighed for the requirement? | That informatioin will be provided when the soliciation is released. |
| In RFI Section 9.2 Response Content 1. Introduction: Provide a description of existing capability, to include description of machinery, preferably with photos, to perform the requirements or provide proposed Statement of Work (SOW) language for the services and/or any proposed solution. | ||
| a. | Question: Does this mean if we don’t meet the exact specs in the RFI, we can present a similar solution and explain how that may benefit the US Secret Service? | No. |
| 2.2.4.2 | ||
| • | Aside from the suppressor what items will be on the gun when being weighed? For example buttstock or iron sights if any. Our standard 16” barreled 6.5 Creedmoor rifle weighs approximately 8.7 pounds without suppressor. Most platforms of similar nature throughout the industry have similar or greater weights and will drastically limit options for signature reduction. | |
| • | A Folding stock was mentioned with no further details. Is a folding stock adapter expected to be provided by the manufacturer, is there any other information to be shared? | The complete rifle and suppressor will be weighed. |
| 2.2.4.3 | ||
| • | Will overall length be measured with or without suppressor? | OAL length is with a suppressor attached. |
| 2.27 | ||
| • | Are there any specifications yet defined for the suppressor? Specifically referring to size, weight, flash, sound, back pressure, service life etc. Of these possible specifications will any of them be prioritized over the others? | |
| • | Will the suppressor be used with a cover or mirage mitigation device and if so will that device be included in the weight or OAL? | There are no specifications for the suppressor as far as sound, flash, backpressure, etc. |
A mirage mitigation device will not be weighed unless integrated into the design of the suppressor.
| 2.2.9 | ||
| • | Will the preferred movement of the rotary safety be 90 degrees of rotation or is there another preferred amount of rotation? Such as 60 degrees. | There is no preference on the degrees of movment for the fire selector. |
| 2.2.15 | ||
| • | Rail space is typically defined as 1913 picatinny rail. Does this require that the handguard have 11 inches of picatinny along the 6:00 o’clock position? | |
| • | Is there a preferred or defined size of ARCA rail for the handguard? Where on the handguard will the ARCA rail be used and with what type of clamp will it be used? | The ability to attach 1913 picatinny rail or ARCA rail at the 6:00 position is required. |
It is preferred that the ARCA rail be the length of the handguard at the 6:00. The clamp used will be an Anvil 30.
