About this file
Amendment 1 is a vendor Q&A document for a U.S. Secret Service solicitation for Ballistic Body Armor Plates. The amendment clarifies two key vendor questions regarding technical specifications: first, confirming the requirement for Polyethylene Gen IV Ultra Low Vis Ballistic Rifle Plates that can stop multiple rounds of 5.56 and 7.62 rifle ammunition, and second, specifying the exact Velocity Systems Ultra Low Vis Carrier Gen 2 in white color. The solicitation is a total small business set-aside under NAICS code 315990, seeking brand name Ultra-Low Visible Ballistic Body Armor Plates through a simplified acquisition procedure.
The solicitation (Number 70US0925Q70092360) has been updated with this amendment, extending the quote submission deadline to 3:00 pm EST on 05 August 2025. Vendors must submit quotes using the attached Request for Quotes and include the provided Pricing Sheet. The specific requirements mandate Velocity Systems Plates that fit precisely in the Velocity Systems Ultra Low Vis Gen 2 White Carriers, with an emphasis on maximizing agent concealment through a form-fitted design.

Amendment 1: Vendor Q&A
Question 1: On the RFQ it is stated as wanting Polyethylene Gen IV Ultra Low Vis Ballistic Rifle Plate. Is this meant to be asking for NIJ Level IV ballistic plates? If so, what are the technical requirements needed as none are listed.
Response 1: The Velocity Systems Plates in question must be able to stop multiple rounds of 5.56 and 7.62 rifle ammunition. They also must be able to fit in the Velocity Systems Ultra Low Vis Gen 2 White Carriers.
Question 2: It is also seen as asking for "Brand Name" when no brand name is stated except for Velocity Systems for Low VIZ carriers. Is there a specific brand name armor that is required for this RFQ or is it any brand name that may be used?
Response 2: The “Velocity Systems Low Vis Carrier” in question is called the Velocity Systems Ultra Low Vis Carrier Gen 2, and fits the Polyethylene Gen IV Ultra Low Vis Ballistic Rifle Plate. The Velocity Systems Ultra Low Vis Carrier Gen 2 must be White, no other color will be accepted.
This specific Carrier maximizes concealment for the Agent wearing it, as it is form fitted to Velocity Systems’ Polyethylene Gen IV Ultra Low Vis Ballistic Rifle Plate.
