Will the government provide water and power connections for the restroom trailer?

There are electricity hookups available but not water, so the vendor would have to fill the tank when they provide clean outs.

2 Is this RFQ for small business set aside or is it unrestricted? Total Small Business Set aside- Updated 04/12/2024

Is or was an incumbent performing these services? If not brand new, could you please provide the current/previous contract number This is a brand new requirement.

For the trailer's entrance, will you be needing stairs with canopy and an ADA ramp? Should the trailer be skirted?

We will not need a ramp as no ADA personnel will be using the trailer (USSS active duty personnel only). If stairs are needed to enter the trailer we would need them. A canopy is acceptable but not necessary.

5 Is it possible to know what the max budget is for this contract?

No max specified. Provide best and final quote.

6 Will you be needing a water tank and a holding tank?

Yes, we will need a water and holding tank. We do not have access to water hookup, only power. The company will need to provide holding tank clean out services, and refill the water tank as well.

that we may not have (spacing in between trailers) so one large one would be preferable. The trailer would need to have men’s and women’s stalls. I understand that some companies have the trailers split evenly (5m and 5w) and others have some that could be changed (4m and 4w or 5m and 3w). If a company had one that was split but offered more men’s stalls, that would be helpful just because the majority of the personnel using it are men. But having it evenly split is just fine.

We measured the space where the trailer would go. There is more than enough clearance to service it from any side.

They can park next to it or on the driveway right in front of it.

We don’t have any other specific requirements at this time.

8 How would you like the response to this RFQ submitted?

Submit quotes to Jade.gaston@usss.dhs.gov and keisha.pender@usss.dhs.gov according to RFQ instructions and SOR.

Could you please confirm if access to water and electricity will be provided at the location where it will be stationed?

The trailer requires a regular 20amp 110V power circuit (2 circuits – total 40amp) and 175 gallons of water.

We do not have water hook up available.

They would need to fill the tanks when they empty the septic tank.

As for power, we have 4 20amp outlets

There are no specific security requirements. The driver would need to enter through the service gate just off of the main road close to the bridge. They can pull straight into the property and then back the trailer down the road to it’s approved location. There is plenty of room to maneuver.

Do you know roughly how many people will be using these restrooms let's say on a daily basis? Only reason I ask is since the water tank will need to be filled by service and not a water source on site, I want to get a more accurate estimate. Also, if it will be used by a lot of individuals I wonder if 1 or 2 cleanings a week will be adequate. If unknown no worries, I will just provide quote on the 2x per week from the statement of requirements.

We could have up to 50 people using it across the 3 shifts/24 hour period. When we received quotes, that’s what we were going off of and they believed the 10 stall would fulfill those needs. They thought twice a weekly of interior cleaning, water tank fills and septic tank empties should have been enough, but it can always be adjusted if needed.

11 Would Hubzone Small Business concern be considered? Yes, HubZone is considered a small business.

Does the portal restroom trailer need to be handicap accessible?

Will there be provisions for water and electricity hookup?

If so, is it the responsibility of the contractor to provide hookup services?

The restroom trailer does not need to be handicap accessible.

There are no water hookups, water tanks would need to be filled.

The RFP doesn’t mention Power Generation.

Is the Contractor to provide our own source of Electricity (Generator) and fuel service or will the Customer provide Shore Power?

There are electric hookups/shore power.

There is no need for a generator or fuel.

The RFP calls out once or twice per week cleaning and servicing:

Should the Pricing for Clean Out Service (Water In/Black Water Out, Cleaning, and Restocking) be submitted in CLIN 0002 that will apply Once weekly or more often as needed and requested by the COR?

Twice weekly would be safe, and then we can always scale it back to once if it is enough.

For the Palm Beach Pricing Schedule would it be possible to change the quantity and unit of measure for the Restroom to 8 MONTHS rather than 1 EACH? 1 EACH would not be billable until January 2025 rather than billing monthly.

Also, could a CLIN be added for the Mobilization and Setup of 1 EACH?

For the Clean-out CLIN we will be quoting that it will be done no less than weekly (32 each) and will be able to service “as needed” for additional servicing. Should I quote an estimated IDIQ quantity at 45 or 50 Each?

Being that 33ft is the maximum length?

In other words, if the restroom trailer site is supposed to be 33 feet in between two solid structures, that won’t work for restroom trailers on an axel with a tow hitch because the trailers need to be pulled or backed into place, with plenty of room on each end for the truck to pull in, disconnect the tow hitch, etc.

approximately 70ft. The driver would pull in through the service gate, then back down the road next to the gravel area where the trailer is going to be placed. The driver would have more than enough room to back the trailer down and swing it in there. This is why the 33ft is the maximum we can handle to allow for movement and servicing.
