NOTICE OF INTENT TO SOLE SOURCE

Notice of Intent to Award Sole Source Purchase Order to MOI, Inc.

Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to MOI, Inc. for Naval Observatory-Building 19 Renovations.

The service benefits provided by MOI, Inc. is described below.

The United States Secret Service (USSS), Office of Enterprise Readiness, Administrative Operations Division (AOD) coordinates the renovation services for the office requirements for the Washington, DC area and all field offices. AOD is upgrading and retrofitting furniture to accommodate changes in office staff for the:

Naval Observatory – Building 19.

USSS intends to limit the Federal Supply Schedule (FSS) contractors solicited to a particular brand name product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

The standard furniture style for several offices in the NCR is Kimball. We have not identified any other furniture brands as we obtained a verbal waiver from DHS to proceed with ordering Kimball as our standard. This allows us the ability to interchange furniture throughout the NCR for Kimball furniture. This also leads to consistency in design services to complete standard operating procedures. with the offices. To acquire other furniture brands would result in additional design costs and would not allow for modifications and interchangeable parts with other Headquarters offices. This has allowed us to reduce costs and meet ever changing needs of the offices.

The results of the recent market research described below indicate other companies’ similar product(s) do not meet, or cannot be modified to meet, the needs of USSS.

The results of recent market research indicate other vendors' similar products lack the particular/unique feature(s) and do not meet the needs of USSS.

Kimball Office furniture is the standardized product line used within the USSS Headquarters Building. It is imperative that a consistent product line and manufacturer be utilized to maintain an efficient and cost-effective furniture management plan. This ability is integral to the inventory and maintenance management program. In staying with one manufacturer, the USSS preserves the usefulness of the product we have. This strategy also provides maximum flexibility for future modifications and reconfigurations using consistent, compatible, and interchangeable components.

The North American Industrial Classification System (NAICS) code for this effort is 337214 Office Furniture (Except Wood) Manufacturing.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on April 17, 2024. Responses must be submitted in writing to crystal.pressley@uss.dhs.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
