Question No. Question Government Response
1 How are you handling Fuel Surcharge? It should be built into the rate proposed by the vendor, if applicable.
2 Do you have a FSC schedule for us? No.
We are not able to access the DBIDS website to confirm the steps required for our drivers (https://cnic.navy.mil/om/dbids.html) is there an alternate website detailing the steps involved?
The site is accessible on Internet Explorer or Microsoft Edge. The application for DBIDS, SECNAV Form 5512-1, is accessible on the bottom of this page. It also states:
##Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
##Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
##Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
##Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments;
after all this is done, you will be provided with your new DBIDS credential.
For additional, in depth information, page 11 at the following link details the requirements further:
https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodm/520008 _vol3.pdf?ver=2020-09-18-130526-407
Additional requirements (per the SOW) are as follows. At no time will a person who:
(1) is a registered sex offender,
(2) has any warrant,
(3) has an open felony conviction,
(4) has a felony charge in the past ten years, be given approval for access.
4 Is it possible to extend the number of hours notice to 24 hours? No. The requirement is 18 hours, due to mission requirements.
5 What type of tracking/status updates are required (if any)?
No tracking or status updates are required; however, transport should never be left unattended and should move from pickup destination to drop off location with minimal to no interuption. The vehicle may not be leave unattended security sensitive items or vehicles at any point during transport. *At times this may require two drivers or more, that meet the security requirements, to ensure the vehicles are never left unattended. Additionally, driver and/or company will ensure they provide all documentation (i.e. bill of lading) necessary for transportation from origination address and to the destination address.
Is there any guidance on the length of the bid submission (# of pages max) or should we use standard? No maximum page numbers.
Is there any guidance on team or operational info required for the bid submission or should we use standard? No guidance for required info. Assume standard.
Is it known if any of these deliveries will be required during the holidays?
There are no pickups or deliveries on holidays; however, there could be deliveries that take multiple days, and overlap a holiday.
9 Who will load the vehicles on/off of the trailers?
The driver of the transport will be responsible for loading the vehicles on and off of the trailers.
Is (was) an incumbent contractor performing these services, or if this is a brand new contract? Brand new contract.
If there is an incumbent, could you please provide the current / previous contract number? There is no incumbent, as this is a new requirement.
The government states in 2.2.1 “Special Services Division will sponsor at a minimum of 15 and up to 25 drivers for the Defense Biometric Identification System card over the course of the contract.” Due to the current job market and turnover in the transportation industry, will the government make the exception to go over the 25-maximum limit on BDIDS cards for the life of the contract?
At no one point in time will we exceed the 25 DBIDS alottment, and we will require any unused DIBS (for employees that will no longer be transporting) to be returned to us at the time of unemployment or when ceasing to work with the contract.
RFP 70US0922R70092033 - Transportation of Vehicles - Responses to Questions
Section 8.8.2 states that the trailer must be a covered step deck trailer with ramps, so could this be a conestoga trailer or are you referring to another type trailer.
A Conestoga trailer can support the weight of the vehicles and secure them to the requirements stated in the RFP. The Government is uncertain of any other trailer that can support the requirement, but if there is another option the Government would be willing to review the specifications for the trailer and how it would be able to secure the vehicles.
