The purpose of this amendment is to (a) extend the due date for Phase I proposals from July

19,2021 to August 2nd, 2021 at 2:00 pm EDT, (b) to provide Attachment 4 containing government responses to Offeror questions, (c) to add Attachment 5, Proposal Adequacy

Checklist, to clarify proposal submission requirements and page limitations, and (d) to amend the following sections of the RFP:

1. Page 4, revised the Phase I proposal due date from July 19th, 2021 to August 2nd, 2021.

2. Page 46, added Attachment 5, Proposal Adequacy Checklist, to the Contract Documents, Exhibits or Attachments section of the RFP.

3. Page 47, Addendum to FAR 52.212-1, revised the purpose of the table to serve as an acquisition timeline and updated the references in the far right column.

4. Page 48, Addendum to FAR 52.212-1, revised paragraph 3(b) to demonstrate the new Phase I proposal due date of August 2nd, 2021.

5. Page 49-50, Addendum to FAR 52.212-1, paragraph 7, Tabs A-D, consolidated all proposal submission requirements related to Tabs A-D in a single location.

6. Page 51, Addendum to FAR 52.212-1, Table, updated to clarify all proposal submission requirements, page counts, and references. Specifically, the page count of 7 pages for Factor 1 (PM and Instructor Experience) was maintained but the cover sheet and table of contents were excluded from the page count. The Table was also updated to clearly delineate what content is to be included in the

7 pages and page 53 subparagraph (e) was revised to demonstrate a separate page count of 2 pages per experience for Factor 2, Corporate Experience. All references in the table were updated;

the business section in the Table was updated to align with

Tabs A-D; and it was noted written proposals will not be accepted for Factors 3 or 4.

7. Page 53, Addendum to FAR 52.212-1, paragraph 7, Tab E, subparagraph (f), Factor 3 was updated to demonstrate written proposals would not be accepted for Factor 3.

8. Page 54, Addendum to FAR 52.212-1, paragraph 7, Tab E, subparagraph (g), was moved to Tabs A-D (as applicable).

9. Page 57, Addendum to FAR 52.212-1, paragraph 7, Tab E, subparagraph (k), all but the Phase-In Plan was moved to

Tabs A-D (as applicable).

10. Page 59, Addendum to FAR 52.212-2, paragraphs (a)(1)(a)(1) and (a)(1)(b) were revised to demonstrate the prime contractor must perform over 50% of the work effort within the resulting contract.

11. All other subparagraphs were re-labeled accordingly.

12. Page 62, Basis of Award, the following paragraph was added:

"To receive award, the Offeror must provide the best value to the Government (after the tradeoff analysis completes), must be determined financially responsible, have a subcontracting plan or small business size letter that meet FAR 52.219-9, and must have a Phase-In Plan (if required) that is determined to demonstrate the Offerors ability to be at full performance within 60-days after the phase-in period starts."

All of the above revisions are contained within the amended RFP document and all revisions within the document are noted by yellow highlighted track changes to ease Offeror's review.

Interested Offerors may submit questions related to the

Proposal Adequacy Checklist to assure proposal submission requirements are clear.

No other questions will be allowed. Questions related to the checklist are due no later than

July 21, 2021 at 4:00 pm EDT.
