Statement of Work (SOW) Requisition Number: 498924

GENERAL INFORMATION

A. Title of Project / Identification of the Requirement: Tricaster and Conference

Rooms Upgrade

B. Background

The requested professional audiovisual production equipment (as configured below) will be utilized within the Multimedia Operations Branch (MOB) of the Forensic Services Division (FSD), Office of Investigations (INV).

The Multi-Media Operations branch is divided into four sections with different but overlapping responsibilities.

The Multimedia and Video Production Section produces programs and presentations on various media for the Secret Service and other government and law enforcement agencies. The programs are written, directed, recorded and edited by our in-house staff of Video Specialists. Topics include: briefings and site advances for National Special Security Events as well as documentation of the events, armor and ballistic studies, assassination analyses, security surveys, training exercises and presentations, recruiting videos, social media communication, training, internal communication and other informational and documentary-style productions. The programs are disseminated as digital media files via the network.

The Enhancement and Speaker ID Section is responsible for examinations of video and audio recordings that are part of a criminal investigation or used in protective security issues. Casework includes examination of recordings of surveillance and CCTV videos, in-car cameras, suspect and witness interrogations, body wires, 911 calls, radio transmissions, consensual telephone conversations, and voicemail messages.

The Modeling and Simulation Section provides comprehensive three-dimensional modeling and computer based simulation services. Both models and simulations are researched, designed, built and tested within the Section to meet the needs of the requestors. Computer based three-dimensional models are used for briefings at all levels or can be distributed to Special Agents for site familiarization, route planning, line-off-site calculation, and event simulation. These models can be utilized for reviewing and examining security plans well before security events are to take place. At its SIMLAB facility, the Section also utilizes first-person point-of-view tactical simulation for training and site familiarization. This application allows several users to individually navigate through an immersive environment for practicing tactical operations as a group.

The Multimedia and Video Production Section also provides Geospatial Mapping Services in support of National Special Security Events. These services include the processing of mapping data and the geo-location of security assets. This data is archived on a geospatial server managed by MOB and is used to “inform” the Common Operating Picture.
