STATEMENT OF WORK (SOW)
Revised 6/16/22
U.S. Citizenship and Immigration Services (USCIS) Office of Human Capital and Training (HCT)
Federal Retirement Benefits Calculator
I. Introduction and Background
a. Introduction The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) has a need for software that provides an integrated solution for retirement and benefits calculations, and an automated form filling for both Human Resources (HR) Specialists and USCIS Employees.
b. Background The Office of Human Capital and Training (HCT) within USCIS provides oversight, direction, and operational support for an integrated program of employee benefits and retirement matters for USCIS employees. In order to provide this service, HCT is seeking a Federal retirement and benefits web-based integrated system that will combine managing all HR functions into one program.
II. Scope
The Scope of this effort is to acquire a SaaS (Software as a Service) solution FedRAMP authorized web-based service for Federal retirement calculations that is accessible by Human Resources specialist and employees alike. The software must provide an integrated solution for benefits calculations and automated form filling for both specialists and employees. The retirement calculator must handle: voluntary, early, and disability retirement benefits; part-time and intermittent service; deposits and re-deposits owed; Social Security (SS)/ Federal Employees Retirement System (FERS) supplement benefits; Thrift Savings Plan (TSP) benefits; survivor benefits; and severance pay. The integrated application needs to contain the Civil Service Retirement System (CSRS), CSRS Offset, FERS, FERS- Revised Annuity Employees (RAE), FERS- Further Revised Annuity Employees (FRAE), Office of Workers Compensation Programs (OWCP), Leave Without Pay (LWOP), USERRA Computations, Death in Service, Specify Service History Report, specify deposit report, Federal Erroneous Retirement Coverage Corrections Act’s (FERCCA) Calculator, and other forms of the Office of Personnel Management (OPM) for electronic form filling, data storage, and case management. Data in the central database may be updated bi-weekly with data from the agency payroll/personnel system.
III. Period of Performance
The period of performance for this requirement will be a 12-month base period and four 12-month option periods.
IV. Task Requirements
HCT requires a SaaS solution FedRAMP authorized system for all USCIS employees (approximately 20,000 people) that delivers:
· User accounts for HR/Benefits Specialist with full access to Federal Retirement Benefits Calculator (FRB) Web and access to automated and pre-filled retirement processing forms to address their duties to prepare retirement estimates, counsel employees and prepare the retirement application and related forms for transmittal to OPM. This user account also provides access to the Federal Erroneous Retirement Coverage Corrections Act’s (FERCCA) Calculator.
· User accounts for HR assistants or representatives for partial access to FRB Web to calculate service computation dates. In addition, this licensing helps determine the correct retirement coverage; allows calculation of potential deposits and/or re-deposits; and allows access to the iForms, which facilitate on-boarding/in-processing, separation, and retirement case processing.
In addition to specific roles for the agency HR community, there are two additional services needed:
· A data download service that pre-fills the employee profile and salary history, as well as a bi-weekly update of salary information.
· Employees access to develop and print and/or save their personal “what-if” retirement calculations/scenarios via PDF to their own files. HR Specialists and employees will have different interface screens reflecting the respective roles; however, both will use and see the same data, same forms and saved “what-if” scenarios.
The employee access function needs to include not only the opportunity for employees to calculate Federal retirement, TSP, and SS calculations, but also include additional tools addressing the new statutory provisions requiring agencies to enhance employee awareness of Federal retirement systems and personal financial management literacy:
· Employee self-service interactive software allowing long range personal financial projections based on entering financial assets and liabilities.
· Web-based employee self-service pre-retirement seminar that can be accessed 24/7.
· Customer Support/Help Desk that should include subject matter expert. Available by email during normal business hours (suggested 8:00am EST to 4:30pm EST). Response time requested is 24 to 48 business hours.
V. Establishing and Maintaining User Accounts
DHS USCIS will be responsible to take appropriate action to de-activate access to web licensing for those staff members who no longer need access because of a change in duty assignment within the agency or separation from the agency.
Program will use data feed to provide Federal employees with automatic access upon entry on duty. Vendor will also assign administrator access to at least one employee. That administrator will grant specialist access to Human Resources employees as needed. All users should log in via webpage with user ID and password or with PIV.
