Limited-Sources Justification (LSJ) For orders or BP As exceeding the Simplified Acquisition Threshold
LSJ No.: FY 19-0453
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41
U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
I. Agency and Contracting Activity.
The Department of Homeland Security (OHS), U.S. Citizenship and Immigration Services (USC IS), Office of Contracting (OCON) proposes to award an order pursuant to FAR 8.405- 6(a), Limiting Sources.
2. Nature and/or description of the action being approved.
USCIS OCON intends to limit the number of sources solicited pursuant to FAR Part 8.405-
6(a) for the procurement of Acadis Readiness Suite (Acadis) software to proposed contractor: Envisage Technologies, LLC (Envisage), IOI W. Kirkwood Avenue, Suite 200, Bloomington, IN 47404-6132.
3. Description of Supplies/Services.
USCIS has a requirement to procure Acadis software, which is Envisage's proprietary
Training Management System (TMS), to be utilized at the USCIS Academy Training Center
(A TC), located on the OHS FLETC campus. By utilizing Acadis, the USCIS Fraud
Detection & National Security (FONS) Division, Field Operations Directorate (FOO)
Division and Human Capital & Training (HCT) Training and Career Development Division
(TCDD) faculty and staff faculty and staff can manage instructor-led training program administration across multiple functional areas. Acadis is a single system application where all functional areas, such as student testing, training surveys, training resource scheduling, student enrollment, and system compatibility, are integral to one another and not a compilation of multiple standalone or customized products. A TC requires this training management solution to be web and cloud based and comprehensive; Acadis will serve all these purposes. Contractor Envisage is the only source that provides Acadis, along with maintenance and upgrade services as well as training and customization required to support all of the aforementioned training management system functional areas that Acadis offers.
USC IS anticipates awarding a firm-fixed-price order off of Envisage's GSA IT 70 schedule contract.
The estimated total for this effort is XXXX The total period of performance will be 60 months, inclusive of a 12 month base period with four ( 4) 12-month option periods.

DHS/USCIS/OCON intends to procure Acadis on a limited source basis under the authority of FAR subpart 8.405-6(a)(l)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. USCIS requires a ready-to-go Commercially Available off the Shelf (COTS), TMS solution, which is different than a Learning Management System (LMS). An LMS is primarily used as a content delivery system for eLearning and a means to record mandatory training. USCIS has been using an LMS since Fiscal Year (FY) 2013; learning management systems do not have the capabilities needed to manage a complex, resource intensive, in-residence classroom institution such as the USCIS A TC.
There are no other single system products that can meet, nor can be modified to meet, USCIS's needs. As stated above, since FY13, USCIS has been using an LMS. The LMS alone has been unable to meet ATC training administration needs and efficiency in training and operations have subsequently suffered. Under an LMS system, USCIS has to use paper format testing, as well as procure additional software solutions, to include Questionmark for student testing and Verint for surveys, both extremely resource-intensive undertakings, to resolve the shortfalls inherent to an LMS. Questionmark and Verint are two system examples that perform specific, limited functions within training administration-student testing and surveys-whereas Acadis performs these two functions along with several others, to include student registration and enrollment, and resource (e.g., instructor, classroom, equipment) scheduling. A single source solution is required to avoid fragmented training records and lost training time. Using multiple systems for training administration creates issues with training records, where training data becomes fragmented and difficult to manage. Valuable training time is also lost when thousands of students, faculty, and staff are compelled to learn how to use and continually access multiple systems as opposed to using a single, efficient system. USCIS A TC would remain encumbered for the duration of the contract with training dozens of faculty, staff, and thousands of students on how to navigate multiple systems in order to accomplish all of the required training administration functions.
Furthermore, once trained on the multiple systems, time would be consumed daily with faculty, staff, and students having to navigate multiple, varied system interfaces. Those inefficiencies drain resources day in and day out. Additionally, the other products are unable to interconnect and function with current, secure OHS network architecture, maintenance platforms and configuration as required in FedRAMP guidance; USC JS requires a FedRAMP authorized TMS.
Acadis is a ready-to-go COTS single system application where all functional areas are integral to one another and not a compilation of multiple standalone or customized products.
The use of other products will not provide a standalone TMS that meets all of USC JS' needs, Rev. 2.5.2016 2
