About this file

This document contains a request for proposal for a multi-mode ceramic-based scintillation detector discovery and development project. The Department of Homeland Security's Office of Procurement Operations, on behalf of the Countering Weapons of Mass Destruction Research and Development Division, is soliciting technical and cost proposals from capable vendors to develop a ceramic-based scintillation detector with improved performance over existing commercial solutions. The project will be conducted over five phases, with Phase I focusing on discovery research, Phase II on preliminary design review, Phase III on critical design review, Phase IV on limited vendor testing, and Phase V on further characterization testing with CWMD participation. The solicitation does not specify fixed requirements for detection efficiency but aims for performance typical of sodium iodide, cadmium zinc telluride, or thallium bromide detectors. Proposals are due by the date specified in the Research and Development Open Broad Agency Announcement to which this document refers.

Vendor Q&A Amendment # 0001 for RFP # 70RWMD22R00000010

# Reference Question Response 1 RFP/Attachment #1 Please clarify whether Phase 3 is the Critical Design Review (CDR) and not another Preliminary Design Review period following the PDR scheduled in Phase 2?

Phase 3 is a CDR if the PDR in Phase 2 was successful. If the PDR was unsuccessful, then another PDR would be required for continuing on.

2 RFP/Attachment #1 Please clarify the level of effort that should be included by the offeror in Phase 4 and Phase 5, specifically, should resource planning within the bid include the testing planned and demonstration needs, or should the offeror only include the deliverables to cover the plans for the testing & demonstration?

Phase IV has limited vendor testing, enough to convince vendor and CWMD that the down-selected material is worthy of pursuing further effort. Phase V should include nominal testing (characterization) by vendor for the key performance factors, with limited CWMD participation. CWMD participation is more advisory. Key performance factors include specificity, efficiency, environmental robustness, radiation hardness.

3 RFP/Attachment #1 Please provide clarification regarding the specifications. Within Attachment 1, on page 4, the solicitation states regarding material selection, ‘Focus should consider important performance characteristics such as sensitivity (efficiency) and isotope identification specificity (energy resolution).’ However, in the specifications sited on page 5, only parameters for specificity are referenced. Does the Government have parameters for sensitivity?

There is no fixed specification on efficiency as the importance of other factors (e.g., specificity, robustness) may outweigh a lower efficiency. The aim is to have efficiencies typical of NaI, CZT, TlBr more so than PVT.
