About this file
This document is an amendment to a request for proposal for an automated threat recognition system for non-intrusive inspection. The Department of Homeland Security seeks proposals to develop algorithms to automatically recognize threats in cargo passing through dual-energy cargo inspection systems. Proposals are due by June 30, 2022 and the contract is expected to be awarded by September 30, 2022. The selected vendor will receive cargo inspection images and data from current dual-energy systems to develop and refine threat recognition algorithms over multiple phases. Rights to developed software and algorithms will belong to the U.S. government. The amendment provides responses to potential offeror questions to clarify requirements for the proposal.

Questions for CWMD OBAA Topic Solicitation No. 11: 70RWMD22R00000007 – Automated Threat Recognition for Non-Intrusive Inspection
# Reference Question Response 1 Attachment+1+OBAA+
Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
Does “including image depth determination” refer to localizing the spatial extent of the object along the beam path?
“Image depth determination” refers to using the image to localize the depth and extent of a threat within cargo.
2 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
The Topic Solicitation states that “Offerors must be U.S.-based and be able to obtain DHS permission to receive the data.” Are there any clearance requirements for performers? And if yes, what type/level of clearance is required?
There are no clearance requirements beyond the CBP Background Investigation.
3 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
The Topic Solicitation states that “Offerors must be U.S.-based and be able to obtain DHS permission to receive the data.” Will the performer be responsible for obtaining CBP security credentials? And if yes, what type/level of clearance is required?
Performers are responsible for passing the CBP Background Investigation, with CBP guidance. Individual performers must be U.S. citizens, living in the country for the last 3-5 years.
4 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
The Topic Solicitation states that “Image data will be provided for recommended dual-energy NII system(s) during initial development.” Are there any security requirements for IT equipment owned by the vendor?
Image data for training and testing will be hosted on the government cloud system. CBP will provide IT systems or software to access limited sanitized images for initial development.
5 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
Is it possible to know which type of system transmission data will be available (linac, betatron and/or other)?
Image data will be provided for dual-energy NII systems.
6 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 4
Is delivery of the finished GUI software part of the scope of Phase II-IV of the government project?
An initial working prototype GUI is expected in Phase II with a completed developmental GUI expected in Phase III and IV.
7 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 4
For Phase II-IV, can existing commercial COTS software for GUI, workflow, diagnostics, and reporting be accepted? Or must the interface be designed and implemented within the scope of the government project?
Components can be adapted from COTS software, but rights to all software for the project will belong to the U.S. Government.
8 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 3
What type of cargo will be include (e.g. refrigerated, non-refrigerated, etc.)?
All cargo passing through the selected NII system will be included.
9 Attachment+1+OBAA+ Topic+Solicitation+No.+ 11+final (1).pdf, Section 5, page 4
For Phase III, Critical Algorithm Approach -Deliverables, who will own the rights to the Algorithms?
Rights to the algorithms will belong to the U.S. government.
10 Attachment 1 Are you able to specify what NII system government will be providing images for in the cloud? Nature of the system, energies, view angles etc.
Image data will be provided for dual-energy NII systems.
Additional information will be available to the successful vendor.
11 Attachment 1, page 3 What is the intended meaning of “image depth determination” as written in the solicitation attachment 1 page 3? We are talking about 2D images here correct?
“Image depth determination” refers to using the image to localize the depth and extent of a threat within cargo. Yes, the images are 2D.
12 Attachment 1, page 3 When you describe “normalization” at bottom of page 3…do you mean on the same NII system model or between two different kinds/makes of NII system?
Normalization is expected between different locations of the same system.

Page 3, Description section, last paragraph
What is the typical dynamic range of the imaging system and the image data to be provided to the performers (e.g. bit depth?)
This information will be available to the successful vendor.
17 70RWMD22R00000007,
Page 3, Description section, last paragraph
Is CWMD interested in the analysis of data from back-scatter imaging systems under this topic?
No.
18 Attachment 1 Approximately how many images will be provided to the performers?
The government cloud client system collaborators will work with the successful vendor to assure that sufficient image data are provided.
19 Attachment 1 The description indicates that “other relevant and available data” will also be provided. What other data types are available and in what quantities?
This is dependent on the selected system and further information will be available to the successful vendor.
20 General On what systems are the high-Z anomaly detection algorithms expected to run? For example, would the algorithms be intended for high-energy, mid-energy, or low-energy systems? Fixed-portal or mobile systems?
The algorithms are expected to run on dual-energy NII systems.
21 General What are imaging and radiation parameters of the expected high-Z anomaly detection systems? For example:
– Energy levels
– Dose rates
– Scanning speeds
– Image pixel sizes
This information will be available to the successful vendor.
