This document is an amendment to a solicitation for a federal contract opportunity. It provides vendor questions and government answers regarding Topic Solicitation No. 5, RFP 70RWMD20R00000007 from the Department of Homeland Security for the development of a near real-time biothreat sensor using fluid-based mechanisms. The solicitation seeks proposals for research cooperation agreements from capable vendors to develop a sensor that can detect and identify biological threat agents in near real-time. The amendment provides clarification on eligible entities, definitions of cooperative agreements, budget periods, distribution of funding, inclusion of coronavirus, use of simulants, and environmental operating conditions. It advises that the anticipated initial awards total $1,000,000 to be allocated among up to three recipients over a five-year maximum performance period not to exceed $2,500,000 per recipient. Proposals are due by the dates previously specified in the underlying solicitation.

Questions for CWMD OBAA Topic Solicitation No. 5: 70RWMD20R00000007 Proposals
Question
Reference Offeror’s Question Answer
1 General According to the original OBAA solicitation
#70RDND19R00000003,
FFRDCs are qualified. Is this still the case under this solicitation topic?
Per the Topic Solicitation, the award type is anticipated to be in the form of
Cooperative Agreements. FFRDCs are not eligible to apply for Cooperative
Agreements. FFRDCs can still participate in the research as team members on a team lead by a prime Offeror who is eligible for a Cooperative Agreements.
2 General What is meant by a Cooperative
Agreement?
A cooperative agreement is an agreement in which the Federal Government provides funding, or a thing of value authorized by public statute and the government plays a substantial role.
Cooperative agreements and/or grants transfer anything of value from the
Federal awarding agency or pass-through entity to the non-Federal entity to carry out a public purpose. A cooperative agreement is distinguished from a grant in that it provides for substantial involvement between the Federal awarding agency or pass-through entity and the non-Federal entity in carrying out the activity contemplated by the Federal award.
Substantial involvement from the federal government refers to the degree to which federal employees are directly performing or implementing parts of the award program. In a grant, the federal government more strictly maintains an oversight and monitoring role. In a cooperative agreement, the federal employees participate more closely in performing the program. When you read
“cooperative,” think working “side-by-side.” The specific ways this involvement is integrated varies.

Information
Is the suggested glossary of terms optional or required?
This is optional.
10 General As a DOE FFRDC, we submitted an authorization letter with our pitch paper. Is this sufficient or you do need a revised letter specifically for the full proposal?
This is not required.
11 Research & Related
Other Project
Information
Is input into this section required? This is not required.
12 General Is the novel coronavirus acceptable as one of the biothreat targets?
Yes
13 Biosketches The form for biosketches is a single page and has all biosketches as attachments. Does this mean that one page form applies to the
10-page limit or that the sum of space on all biosketches apply?
Biosketches are not required. All required information can be found in Section 14 of the Topic Solicitation.
14 Budget Does the proposed funding have to be distributed evenly by year?
The funding does not have to be distributed evenly by year. The total value should not exceed $2,500,000 over a five-year period of performance.
15 General Could you please provide additional clarification and guidance whether it is critical to the goals of this program to count particles that are not biothreats?
Counting both biothreat and non-biothreat biological agents (pollen grains and spores) are encouraged.
16 General In the most recent letter encouraging submission of a full proposal, it was suggested that
Phase I last for 12 months and be a proof of concept for our proposal.
Per the Topic Solicitation on page 7, the
Cost Proposal should include up to three to five annual budgets, one for each year of the duration of the award in addition to http://grants.gov/
Can you please confirm that the initial proof of concept or go/no-go demonstration can occur at the end of a 12 month period instead of the initially suggested 6 months? If so, are there budgetary requirements/limitations on this 12 month period?
a cumulative budget. Therefore, the budget periods should be for 12 months.
Regarding budgetary limitations, in the
Topic Solicitation on page 3, Section 6, the number of selections refers to CWMD expecting to make up to three awards using FY 2020 funds. Per page 4, Section
7 of the Topic Solicitation, CWMD anticipates that approximately $1,000,000 of FY 2020 funds will be available for resultant awards. Therefore, the
Government is anticipating making up to three awards for a total of $1,000,000 across the three awards. Furthermore, in the Topic Solicitation on page 4, Section
7, the overall ceiling should not exceed
$2,5000,000 over a five-year period of performance for each award.
17 General Could you please provide additional clarification and guidance whether it is critical to the goals of this program to move to actual (virulent) bioagents or any additional biothreats at any point in the three phases of this program?
Tasks can be proposed using appropriate surrogates/simulants that are available to accomplish the goals of the research program.
