About this file
This document is a Sole Source Justification (SSJ) for the iCYLON Subscription Service under Solicitation No. 70RTAC24Q00000098. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), is seeking to award a sole source purchase order to iCYLON LLC for a 12-month base period with two 12-month option periods.
The justification states that iCYLON LLC is the only company that can provide the integrated access to specialized research information required by DHS, including searchable databases with international coverage of publicly available data, commercially available data, government information, and curated breach data. iCYLON holds exclusive rights to proprietary technology and data curation services. DHS market research found no other sources capable of meeting the minimum requirements. The contracting officer has determined the anticipated price will be fair and reasonable based on comparison to a similar contract. DHS intends to post the requirement on SAM.gov but will negotiate solely with iCYLON LLC.

Sole Source Justification (SSJ) iCYLON Subscription Service
SSJ No.: 2
4. Identification of the authority.
FAR 13.501(a), Sole source (including brand name) acquisitions.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
The iCYLON system functionality is designed specifically to link disparate datasets into a coherent picture to support investigations. iCYLON, LLC is the only company that can provide integrated access to research information that is not available in any similar scope. iCYLON holds exclusive patent, trademarks, proprietary process, and intellectual property rights to Mercury Draw (MD) Exquisite Graph-as-a-Service (GaaS). These services curate PAI, CIA, GIA, and breech data into a searchable database with international coverage. There are no other services offering the level of detail provided. iCYLON, LLC meets the requirements of DHS.
DHS Law Enforcement Special Agents and Intelligence Analysts protect America through criminal investigations, mitigating transnational threats and safeguarding our nation, communities, lawful immigration, trade, travel, and financial systems. This mission requires access to the highest quality data that contains international coverage of trade, travel, social media, resident, and customer data to aid DHS Law Enforcement Special Agents and Intelligence Analysts to provide a complete picture of criminal activity engaged in by transnational criminal organizations. With this data, DHS Law Enforcement Special Agents and Intelligence Analysts will be better enabled to provide a complete picture of criminal activity engaged in by criminal organizations violating U.S. customs laws. If DHS does not purchase access to all the requirements, DHS will not be able to support criminal investigations for organized crime and prosecution of transnational criminal organizations engaged in narcotics trafficking and the proliferation of sensitive technologies.
iCYLON, LLC supports Immigration and Customs Enforcement (ICE) response to transnational criminal threats to include the manufacture, sale, and trafficking of synthetic opioids and their precursors, the proliferation of sensitive military and commercial technologies by nation state actors and their proxies, and the illicit international transfer of criminal proceeds. DHS component enforcements actions and Homeland Security Investigations (HSI) criminal investigative efforts prevent the illicit cross-border movement of goods and monetary instruments through criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.
The RLIS program will continue to review Government and Commercial databases, reviewing professional journals and attending conferences. Should another in-depth single source database become available, DHS will pursue a competitive award. DHS intends to post this requirement on System for Award Management (SAM.gov) pursuant to FAR 5.301 and FAR 6.305(a).
SSJ No.: 3
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer determines that the anticipated price will be fair and reasonable based on comparison to a price found reasonable by another agency. The anticipated price would be a reasonable premium over the price another agency paid for a 4-year contract for comparable service. Pricing varies depending on the following: Size of the organization, number of sites, relevant users, and data points. Fair and reasonable pricing based on iCYLON providing the above discounts across Government agencies. The difference in pricing is justified by the fact that the other agency agreed to pay more of the multi-year contract price up front, and because DHS intends to enter into a contract of just 3 years, inclusive of options.
8. Description of market research.
Market research was conducted in accordance with FAR Part 10 and revealed that only iCYLON, LLC has the capability to satisfy all the following DHS minimum requirements.
Minimum Requirement Searchable database of publicly available data with international coverage
Searchable database of commercially available data with international coverage
Searchable database of government available information with international coverage
Searchable database of curated breach data with international coverage
Must be IPv6 compliant and provide IP authentication or Single Sign On SAML authentication via the DHS Auth App to authorize user access.
iCYLON, LLC is the only company that can provide integrated access to research information that is not available in any similar scope. The Law Enforcement and Intelligence information is a very specialized niche market. Few providers specialize in providing databases with content that cover national security crime subjects. This information is very specialized with no competition. DHS requires access to a searchable database that contains international coverage of PAI, CAI, and GAI data to include the on-demand curation of breach data to aid DHS Law Enforcement Special Agents and Intelligence Analysts to provide a complete picture of criminal activity engaged in by transnational criminal organizations and nation state actors. There are no other Government, state, local or commercial firms that provide this information product.
