NCCS Industry Day Q & A

Question No.
#QuestionsGovernment Response
1Does the Government anticipate incorporating corporate experience in addition to TS facility in the phased procurement down-select process? Doing so would ensure that the Government receives bids from Offerors with the demonstrated experience to perform the contract. The Government will be finalizing its down-select criteria in the coming months and anticipates communicating its intent to vendors during that process.
2Will the slides be shared afterwards with participants? The slides will be shared with all participants that registered for the industry day.
3Roughly how many sites are included in your enterprise? The vendor will need to be able to support O&M activities in the greater Washington, DC, area (National Capital Region) at multiple sites, and also at least in Stennis MS. There is the possibiity that staffing will be required in gthe greater Phoenix (Chandler) AZ area but the government will clarify these requirements before the final solicitiaotn release.
4How does the NCCS work with the HEITS effort that (seems to) include similar operations etc. work for HSDN and C-LAN?The Government is working to ensure that there are no duplicative technical requirements in HEITS and NCCS. In general, though, HEITS will cover most O&M activities for B-LAN and C-LAN while NCCS will have broad monitoring and analysis, incident management (to include cybersecurity incident response), and event coordination responsibilities for all classification levels (A-LAN, B-LAN, C-LAN, and D-LAN (SAP)) of the broader DHS information enterprise.

7Have any other large programs been identified as having OCI?Not at this time.
8Can you please confirm that either GSA based Contractor Teaming Arrangements (CTAs) or those under FAR 9.601 (1) will be accepted?

And if the latter, can please confirm that Past Performance from each member of the CTA Partnership or JV will be accepted?

Contractor Teaming Arrangements IAW FAR 9.6 will be accepted. Past Performance from any member of the CTA or JV that meets the criteria specified in the solicitation instructions will be accepted.

12Do subcontractors also need a TS Facility clearance? All contract companies supporting the contract, regardless of work location, will be required to have an active TS FCL.

Will the contract be a standalone DHS IDIQ or will it use a GWAC or GSA schedule?

DHS is continuing to conduct market research to determine the contract vehicle for this requirement. This will be a stand-alone contract vehicle.
19Will the Gov release a list of preferred tools (GOTS, COTS & FOSS) with the solicitation and levels of experience with each tool? (e.g. Splunk)Yes, this information will be provided with the solicitation.
20Is it your intent to perform NCCS in government facilities or via off-site contractor facilities? Both. But the government will also strive to enable the vendor to propose solutions that achieve some cost savings while maximizing innovation and performance.
21Does DHS anticipate including price realism as this may help DHS to ensure a satisfaction of request for proposal (RFP) requirements, the ability to hire and retain the right caliber of talent, high-quality performance, and protection against cost growth.DHS does not anticipate including price realism. However, this is subject to change.
22Does DHS anticipate setting the ceiling contract rates on the NCR region, with discounts based on location and skill-mix.DHS anticipates setting the ceiling contract rates on the NCR region. DHS is seeking price discounts.
23Has DHS decided whether to use an existing GWAC? If so, which one has been chosen, or which ones are being considered? This will be a stand-alone contract vehicle.

What will be the technical requirements? The Government will ensure that its requirements and award criteria are properly communicated to industry during the solicitation process.
28Assuming yes, will DHS structure the sample/awardable task order in a multi-year approach as this may help DHS ensure the respondents fully understand and can execute and effect efficiencies over the full PoP vs. a simple rate-card comparison? This will be a 10-year IDIQ vehicle (one base plus nine one-year option periods) that can accommodate multiple multi-year Task Orders. The government is open to feedback on how to best structure this arrangement.
29How will transition be an evaluable element?Transition will be evaluated as part of the management and staffing evaluation factor.
30Phase 1's mandatory down select appears to be based solely on the TS facility clearance, could you confirm or expand if other factors will be considered?See response to question # 1.
31Does the Government intend to make multiple awards for this acquisition? We are still in the process of determining the acquisition strategy and will continue to engage industry.
32Please clarify if the place of performance is to be government site? Some performance will take place at government facilities, yes.
33Will a facility be required or will most or all services be provided at government site? The mix of sites is open to discussion / vendor proposal, but there will likely be some minimum staffing requirements at certain government facilities. This will likely be adjudicated at the Task Order level.
34If it isn't an IDIQ or BPA with SB opportunities, what are you anticipating for SB Sub contracting plan goals?See response to question # 10.
35Will you please provide current TO/contract numbers for the incumbent work?See response to question # 11.
36Will this contract absorb all or any work currently being performed under the HSEN (formerly OneNet) contract. There will be tasks under the contract (Tasks 3 and 4) that will include some HSEN Tier 3 and fly-away functions and scope. 43Some colleagues in industry are positing that the DHS NCCS requirement may get “broken up” and the DHS components will be moving forward with their own CND/SOC solution acquisitions. Do you know if it is possible for the DHS NCCS contract to be “broken up”?DHS HQ OCIO intends to procure relevant industry support to provide necessary services for the continued successful operation of the DHS HQ NOSC, the DHS Homeland Security Enterprise Network (HSEN), and select other HQ / MGMT LAN circuits, locations, and physical nodes. Select DHS components may also work with DHS HQ OCIO to leverage this resultant contract; currently, CBP and FEMA are working with DHS HQ OCIO on this endeavor. There is no expectation that all DHS component CND/SOC services would be procured via this vehicle going forward.
