In order to list Corporate Experience of our current sub-contractor(s), do we need to get a written agreement in place from them specifically for this solicitation (we already have master agreement with them and we expect them to provide details of Past Experience for us to list under Corporate Experience. The question really is do we need a separate written agreement in place authorizing us to list them as subcontractor under this solicitation or can we get a DHS specific agreement in place post award)?

The Offeror is not required to submit a copy of the teaming agreement with it proposal submission for Phase 1 (Factor 1 Prior Corporate Experience). A copy of the teaming agreement shall be submitted in response to Phase 2, Factor 3 Management Approach and Key Personnel. The solicitation number shall be identified in the submitted Teaming Agreement. Please see the updated language in the solicitation, L.4.3.3.

Can we use sub-contractors to perform work under this solicitation who are not based in the US (i.e. Israel, India or Australia)? Are there any restrictions we need to be aware of in using their services for this solicitation?

The use of sub-contractor(s)/sub-contractor employee(s) must be in accordance with the terms and conditions of this solicitation, to include (but not limited to) the following: HSAR 3052.204-71 Contractor Employee Access (Sep 2012) and Alternate I, Safeguarding of Sensitive Information (Mar 2015), Information Technology Security and Privacy Training (Mar 2015), PWS requirements (e.g., Section 2.4.10), FAR 52.225-5 Trade Agreement (Jul 2020) (Deviation 20-07), etc.

Is it possible to provide list of interested parties for this solicitation along with their contact details so we may discuss teaming arrangement? If this is not possible, is it okay to provide the name of vendors that submitted phase-1 submission under previous solicitation (solicitation# 70RTAC22R00000010)?

No, the requested information will not be provided.

After reviewing the documents published on SAM.gov, I cannot seem to locate the SF 30 that is referenced as needing a signature for Phase 1 submission. Please advise if this will be included at a later date or if it is in fact the newly issued RFP?

SF30 is issued with an amendment to the solicitation. If there is no amendment to the solicitation, the Offeror is not required to submit a signed copy of the SF30. If an amendment to the solicitation is issued, the Offeror is required to submit a signed copy of the SF30 that is issued with the amendment.

Phase 1 asks for Prior Corporate experience by August 15. Is this different from the past performance questionnaire that is referenced that is due by August 30?

For Factor 1 Prior Corporate Experience (Phase 1), the Offeror is required to provide its prior corporate experience examples using the table format in accordance with RFP Section L.4.1.3. The experience examples submitted for Factor 1 Prior Corporate Experience must be the same examples that will be used under Factor 4 Past Performance. For Factor 4, the past performance evaluation will assess the Government’s confidence in the Offeror’s likelihood of successful performance based on how well the Offeror has performed on recent and relevant contracts/orders. Past Performance Questionnaire (PPQ) submitted by the Offeror's customer on the referenced example or a completed CPARS report, as applicable, will be evaluated under Factor 4 Past Performance and is due August 30, 2022 (Phase 2 Deadline), unless the deadline changes.

Past Performance- Can you please define the past performance request? Is DHS going to make contact directly or are you looking for the vendor to contact past performance agencies and have the questionnaire filled out and sent to Sohl Han by phase 2 deadline August 30?

If a Contractor Performance Assessment Reporting System (CPARS) evaluation report is not available for the referenced past performance experience, the Offeror shall provide the PPQ (RFP Attachment J.3) to its customer on the referenced example.

Then, the customer is required to complete and sign the PPQ and send it directly to the contracting officer and the contract specialist by the Phase 2 deadline. It is the Offeror's responsibility to ensure that the customer submits the PPQ to the correct POC by the established deadline.

DHS asks for a signed SF 30 form. We couldn’t find it in the RFP.

DHS says it may make up to 4 awards. How will task orders be issued for the time boxed tests and continuous tests?

DHS intends to award up to four (4) Indefinite Delivery Indefinite Quantity (IDIQ) contracts as a result of this solicitation. Each task order under this IDIQ contract will be competed among the IDIQ awardees in accordance with RFP Section G.2.
