This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity. Identification of the agency, contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC) proposes to award an order pursuant to FAR 8.405-6(a), Limiting Sources, to ensure continuity of services provided under DHS Contract # HSHQDC-13-A-00046, order # HSHQDC-14-J-00401, and order # 70RTAC19FR0000022.
2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor(s).
DHS/OPO intends to limit the number of sources solicited pursuant to FAR Part 8.405-6(a) for the procurement of services to maintain mission essential geospatial data management and geospatial technical services support for the DHS Geospatial Management Office (GMO) and in coordination with DHS Operations and Plans, Federal Emergency Management Agency, CyberSecurity and Infrastructure Security Agency, United States Secret Service as well as other Homeland Security Enterprise stakeholders (i.e. FBI, State Fusion Centers, Local Emergency Operation Centers). The proposed contractor is Ardent Management Consultants (MC); 1840 Michael Faraday Drive, Suite 120, Reston VA 20190.
3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The scope of this requirement is to provide geospatial data management and coordination services to the DHS GMO that includes support for the Homeland Infrastructure Foundation Level Data (HIFLD) subcommittee and other DHS mission essential geospatial data activities (i.e. National Special Security Event Data Management, Southwest Border geospatial data collections, etc.) as identified by the Secretary of Homeland Security, Secretary’s Unified Coordination Group (UCG) and Joint Interagency Advisory Group.
Additionally, the contractor currently provides comprehensive geospatial technical support services to include: program and data management, website maintenance, data

The period of performance for this order is a base period of 5 months and 2 one month option periods. The overall period of performance is from April 5, 2019 to November 4, 2019.
Period Unit Price Total 7 months
4. Authority and supporting rationale.
Select one of the circumstances justifying limiting sources pursuant to FAR 8.405-6(a)(1)(i) below and demonstrate the proposed contractor’s unique qualifications to provide the required supply or service. (Delete the circumstance/rationale below that is not applicable).
This acquisition is being conducted under FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The original order was issued against the DHS Blanket Purchase Agreement (BPA) award HSHQDC-13-A-00046, which is currently being re-competed and will not be awarded until July 2019. The current order, 70RTAC19FR0000022, expires April 4, 2019. The Geospatial Technical Support Services (GTSS) BPA was intended to be awarded by March 2019 and a new order competed under the BPA. However, the Government shutdown during the month of January pushed back the GTSS BPA award and also shortened the time period to work on any renewals for this order. This order will allow for the new BPA to be awarded and then pursue a competition under the new BPA.
DHS has a critical need to continue these services to support ongoing DHS missions such as, the DHS Common Operating Picture (COP) at the National Operations Center (NOC), and the CyberCommunications Operating Picture (COP) at the National CyberCommunication Integration Center (NCCIC). At this time, the current vendor, ArdentMC is the only vendor that can continue services the next day without affecting the DHS mission. ArdentMC is the only vendor that has the required level of specialized services to successfully complete this requirement. If there is a lapse in service, DHS will not have critical geospatial data to help protect and secure the nation. Once the new GTSS BPA is awarded, it is intended to renew this requirement by competing it under the BPA and allow time for proper transition if a new vendor is awarded the services.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed order to ArdentMC for geospatial data management and coordination represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs.
This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.”
The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Formal market research was not conducted for this action. A follow-on order is the only option available to continue service delivery to customers by ensuring compliance to Federal, DHS, OCIO and ITSO policies, regulations and directives within the IT infrastructure and implementing best practices that reduce and manage operational and informational risk while the new procurement is solicited, evaluated and awarded.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
There are no additional facts.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
The new competitive GTSS BPA is currently underway and is intended to be awarded in July 2019.
9. DHS intends to post this requirement on Fedbizopps pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
