About this file
This document is a Limited-Sources Justification (LSJ) for a task order award under the Multiple-Award Schedule Program. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the Science and Technology Directorate (S&T), intends to award a 12-month task order to Forrester Research Inc. under their GSA Schedule contract for access to Forrester-produced knowledge products covering various technology areas. The justification states that Forrester's datasets and subject matter experts are proprietary and unique, and no authorized third-party resellers exist. The total estimated price for this requirement is $165,830. A price evaluation will be conducted, and Forrester's GSA-approved pricing is determined to be fair and reasonable. DHS intends to post this requirement on SAM.gov pursuant to the applicable FAR clause.

OPOAM 3008.405-6(a)(2) Limited-Sources Justification (LSJ)
For orders or BPAs exceeding the Simplified Acquisition Threshold
LSJ No.: FY24-00304
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the Science and Technology Directorate (S&T) prepared this limited source justification pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved.
DHS/OPO intends to award a limited sources task order to Forrester Research Inc. under their GSA Schedule contract 47QTCA18D001C for licensed access to Forrester-produced knowledge products in a variety of topic areas including but not limited to Artificial Intelligence, Data Science and Analytics, Decision and Risk Science, Cyber, Communications, Digital Trust, Autonomy, Business Development, and Customer Experience.
3. Description of Supplies/Services.
DHS/S&T operates the Technology Centers Division (TCD) that provide services to the Department and Components in a variety of research areas and subject matter that tie back to mission sets. To provide these services effectively, S&T requires access to cutting edge global technology trends. This access will also inform the TCD to transform their service delivery model to ensure that they are providing their Department customers with the services and knowledge they need for mission success.
S&T also expects other questions to be raised that the research services will be leveraged to answer as well, but these are not known at this time. Other insights S&T expects to glean from these services include insight into the technology innovation landscape of where there is venture capital and startup space focused on S&T research areas, leading industry performers in emerging technology focus areas, as well as data on technology talent and skills trends with geographic specificity. The anticipated period of performance for this requirement is twelve (12) months from date of award with a total estimated price of $165,830.00.
4. Authority and supporting rationale.
The specific authority is FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The datasets and subject matter experts available through Forrester are proprietary to Forrester.
There are no authorized third-party resellers. In general, all of Forrester’s content is proprietary, with Forrester being the creator and owner of the copyright. Forrester’s Business Technographics, Customer Technographics, Zero Trust Foundational Content, Zero Trust Certifications, and CX Index for example are unique to only Forrester.
Furthermore, Forrster exclusively provides access to major conferences and events focused on emerging technology, security & risk, etc. bringing together analysts across domains and digging into emerging trends, strategic futures, etc.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
A price evaluation will be conducted in accordance with FAR 8.404(d) prior to award.
Forrester Research Inc. pricing is taken from their approved GSA schedule 47QTCA18D001C. Because GSA pricing is pre-negotiated with GSA and on established open market pricing schedules it is therefore determined to be fair & reasonable.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
The datasets and subject matter experts available through Forrester are proprietary to Forrester. Except for certain resale rights limited to individual Forrester research reports, there no authorized third-party resellers. In general, all of Forrester’s content is proprietary, with Forrester being the creator and holder of the copyright.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
Conversations with S&T research staff informed the material in this section. Overall, the subscription provided by Forrester is a unique dataset and that there is no feasible way to insert competition into the fulfillment of this specific requirement.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition). You can only acquire Forrester research through Forrester.
