About this file

This document contains a question and response file related to a Broad Agency Announcement soliciting proposals for mass rescue operations lifesaving devices. The Department of Homeland Security Science and Technology Directorate is seeking innovative solutions on behalf of the U.S. Coast Guard to support search and rescue activities during mass casualty events at sea. Acceptable proposals may involve UK design and manufacturing so long as Phase 1 testing occurs at an approved UK facility and video is made available. Phase 2 testing must take place at a U.S. government site. Costs must be provided in U.S. dollars. General and administrative costs and cost of money must be clearly defined. Proposals may involve partnering with organizations utilizing computer modeling capabilities so long as technical requirements are met. White papers and full proposals must be submitted through the S&T BAA portal by July 6, 2021.

Question Response We intend to propose a UK design and manufacture. Please confirm that this is acceptable.

This is acceptable.

We will plan to complete the Phase 1 testing at a selected UK facility and will need to agree the acceptability of this facility with the US DHS team. Full video recording will be available and again we would welcome attendance in person by the team conducting these tests.

Phase 1 testing is controlled environment testing at a Government selected site. Please see section 2.4 and #6 of the Statement of Work Phase 1 requirements on page 16.

For the Phase 1 Controlled Environmental Testing there appears to be a conflict between BAA para 2.4 and P16 para 6. Please can you clarify the requirement for the Phase 1 test?

Please see the revised #6 on page 16.

Phase 2 testing is at a designated US facility.

Is there a cost associated with the use of such a facility and if so should this be included in our cost build up or is this assumed as a GFI type item?

Phase 2 testing is open water testing at a Government selected site. There are no facility usage costs.

Are you able to indicate approximately the location of the Phase 2 test facility?

The location is to be determined but is intended for the United States East Coast.

We are intending to quote in UK pounds – please confirm that this will be acceptable.

Please see the added language at the top of page 21. Costs must be provided in United States dollars with any relevant exchanges from other currencies detailed in the cost proposal.

P21 Vol 2 Part 1: Indirect Costs – Fringe Benefits, Overhead, G&A, COM, etc. Please can you confirm your use of the terms G&A and COM for clarity

G&A is General and Administrative, COM is Cost of Money.

We have a current CRADA and our CRADA partner is happy for us to use their computer modelling capability. This is a relatively straightforward but useful assessment. Please confirm that this will be acceptable.

We are not providing technical feedback at this point but we encourage partnering to meet technical needs and improve technical designs.
