Question Answer Are the white papers to be submitted as described in BROAD AGENCY ANNOUNCEMENT (BAA) HSHQDC‐16‐R‐B0004, Apex Screening at Speed Program (Apex SaS)? These would have a maximum of 10 pages in the technical section.
White papers should be submitted in accordance with HSHQDC‐16‐R‐B0004 Section
8.6. The 10 page limit for technical content applies.
Under category 1, if we deliver a prototype machine will TSL run explosives as part of a data collect? Will the EDM supplier have to pay for those data?
The extent of developmental testing required will be determined based on the proposed technology and its maturity. Testing requirements and correlating responsibilites for testing will be outlined in the SOW and negotiated between the Government and the contractor.
If our category 1 project delivers a prototype scanner before the project’s end‐date can we commence testing at the TSL, bank the data and optimize the algorithms to take advantage of the hardware improvements? In such a case there would be no determination of threat/non‐threat while the scanner was at TSL.
If a compelling project plan and schedule that utilize a test‐improve‐test cycle are proposed and projected to yield significant returns for the Government, it will be considered.
Will DHS award contracts for HME algorithm development for checkPOINT CT (not only checked baggage CT) under TTA #2 ? No. Checkpoint technologies are not being sought under this BAA.
Can whitepapers be submitted after the July 20 date? (is the July 20 the earliest date or the final date/deadline)
White papers can be submitted until July 20, 2020, but not after. July 20 is the deadline.
