About this file

This document contains questions and answers regarding a Department of Homeland Security Small Business Innovation Research solicitation. The solicitation seeks novel proposals that address topics such as developing a media analysis capability to detect malicious content for low-level security operations centers within near real-time thresholds. Other topics focus on mitigating mass gathering attacks to increase survivability and handheld screening technologies that can adjudicate alarmed regions on a person's body without pat-downs. All proposals submitted that meet submission requirements will be evaluated against the published criteria to guide decisions on whether to submit for consideration under topics such as detecting nonmetallic concealed weapons.

DHS SMALL BUSINESS INNOVATION RESEARCH (SBIR) FY 20

SOLICITATION # 70RSAT20R00000008

QUESTIONS & ANSWERS

RESPONSES TO QUESTIONS RECEIVED

SBIR TOPIC NUMBER DHS201-001:

1. "low level's SOC": Does SOC means Security Operations Center? In such a case, what does "low levels" means? Is that mean State/Regional Center vs. National Center?

Yes, a state or regional SOC, possibly collocated with a PSAP.

2. For performance, do you have idea about "Near real-time (e.g., Detecting Malicious Content within 0.1 second" and "Processing Capabilities (Number of Calls per Second"".

Five seconds or less is a timeframe not impactful to public safety, and for up to 100 calls per hour.

3. What are the criteria of assigning First Responder personnel, e.g., location, skill, or any more?

The operators of the media analysis capability will be the PSAP telecommunicators who will have training in how to operate the application. It is possible the telecommunicators will have different specialties such as fire, EMS or law enforcement and possibly sub specialties within these areas. It is also possible that smaller PSAPs will not have the manpower to operate the application and will rely on a regional center for support.

SBIR TOPIC NUMBER DHS201-004:

1. Would a proposal for mitigating the effects of an attack on a mass gathering and increasing survivability be considered under this topic?

All proposals received which meet the submission requirements will be evaluated against the topic published in the solicitation. Please review the topic write up and the criteria by which it will be evaluated.

These can help guide the decision on whether to submit a proposal.

SBIR TOPIC NUMBER DHS201-006:

1. Is the capability to detect nonmetallic concealed weapons a requirement or a high priority?

DHS S&T is interested in all novel concepts and new applications of existing technologies that show promise to achieve the topic goal for hand-held technologies that can adjudicate an alarmed region on the body of a person from a primary scanner without the need of a physical pat-down. Detection of metallic and non-metallic materials using material property measurements, imaging of a region or any other means or combinations thereof to detect and adjudicate alarmed regions will be considered.
