Section B. Supplies or Services
B.1. Items and Price The contractor shall provide conference facility, and related supplies and services in accordance with the Statement of Work (SOW, Section C).
B.1.2. Contract Type This Solicitation will result in a single Purchase Order award. The associated Purchase Order will be Firm-Fixed Price (FFP) type, as described in Federal Acquisition Regulation (FAR) 16.202.
B.2. Funding The Government will fully fund the resultant purchase order in the applicable Performance Period.
Section C. Statement of Work (SOW)
This is a Statement of Work (SOW) for the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) 2019 First Responders Resource Group (FRRG) Annual Conference (hereafter referred to as the FRRG Conference or the event). The FRRG Conference will be held on May 7-9, 2019 in San Diego, CA.
This SOW is for the rental of conference facility space and the provision of related supplies and services, listed in Section III Scope of Work, only. The requirement does not include third party conference planning services, travel or lodging expenses for the technology demonstration attendees.
II. Background
The purpose of the FRRG Annual Conference is to engage first responders, identify and prioritize capability gaps, collaborate on Statements of Objective (SOO) development efforts, and demonstrate emerging technologies that are transitioning or will transition to the market.
The FRRG is composed of approximately 140 first responders who are subject matter experts in their fields (EMS, fire, law enforcement, bomb squad, and/or public safety officials) from various state, local, and Federal agencies across the country. The FRRG members have applied and been accepted into the group by the Science and Technology Directorate. The insight delivered by the conference is mission critical as it will (a) identify capability gaps that S&T’s Office of Science and Engineering (OSE), Operations and Requirements Analysis Division (ORA) will use to develop new technologies and (b) make first responders aware of the technology that S&T has transitioned to market.
III. Scope of Work
The FRRG Annual Conference will take place over three days, May 7-9, 2019. The event will be preceded by a setup day on the afternoon of May 6, 2019.
Set-Up Date Event Dates Monday, May 6, 2019 Tuesday, May 7 – Thursday, May 9, 2019
The conference facility must be in the San Diego area.
The conference facility must either have at least one restaurant/eatery on-site to accommodate 100 participants at one time, or be located not more than two city blocks from a restaurant/eatery. The conference facility must either have a coffee shop or coffee cart within the building, or be located not more than two city blocks from a coffee shop.
This is necessary in order for participants to quickly access food and beverages during collaboration breaks without going too far and thus missing meeting activities.
IV. Tasks TASK 1: Meeting Space requirements. The contractor shall provide the following space:
• One general session room is to accommodate a minimum of 120 participants. The preferred room setup style is half or full rounds of 8-10 seats per table. The room will need to be accessible starting the day prior to the event, between 3:00 to 5:00 p.m., and will be used through the end of the event.
• Six breakout rooms to accommodate up to 20 participants per room. The preferred room setup style is pods of 4-6 or U-shape. These rooms will be used for all three days of the event, and will be used simultaneously.
• One lockable planning office/storage room to accommodate 10 participants set in boardroom style or rounds (room configuration is flexible). This room will be used for the entire conference. This room will need to be accessible starting the day prior to the event between 12:00 p.m. to 3:00 p.m. and will be used through the end of the event.
The general session and the planning office/storage room must be available the day prior to the meeting for setup.
The planning office/storage room must be able to be locked. The contractor will provide keys and/or access cards to all meeting rooms at no additional cost to the government. (As used in this document, “at no additional cost to the government” means the price of the referenced supply or service shall be included in the contractor’s firm fixed price, and the contractor shall make no additional charges to the government for the referenced supply or service above the proposed firm-fixed price.) The FRRG Annual Conference agenda and room requirements are summarized in the following table:

TASK 2: Audio Visual Support and Equipment. The contractor shall provide set-up, troubleshooting, and break-down of audio visual equipment. Below is a list of required equipment for the general session room, planning office, registration area, and breakout rooms needed for all three days of the event. The contractor shall have an audio visual equipment technician on-site during set-up and available as necessary through the duration of the event.

TASK 3: Lockable, secure space. The contractor shall provide a lockable, secure space to store meeting materials and sensitive information. The secure space can be the planning office, or a separate secure room near the registration area. The contractor shall provide any keys or access cards needed to access the secure space at no additional cost to the government. (As used in this document, “at no additional cost to the government” means the price of the referenced supply or service shall be included in the contractor’s firm-fixed price, and the contractor shall make no additional charges to the government for the referenced supply or service about the proposed firm fixed price. The locked secure space must be available exclusively to the Government starting as early as 12:00 p.m. on May 6, 2019, but no later than 5:00 p.m., and it will remain available until 7:00 p.m. on May 9, 2019.
TASK 4: Registration Area. The contractor shall provide a dedicated registration desk and/or registration area located adjacent to the general session room the day prior to the event (May 6, 2019) and on the days of the event (May 7-9, 2019) 6:00 a.m. – 6:30 p.m. with power for four staff. The front registration table space required is 12’ to 16’ or two 6’or 8’ banquet tables end to end. Two additional schoolroom (18”x 30”) tables are to be set behind the registration desk and will be used for an additional prep area. The contractor shall provide four registration chairs for the conference support staff. An additional 6’ banquet table will be provided as a materials table.
The registration area shall have dedicated internet access for four people. The registration area shall have sufficient space to also accommodate the equivalent of a 10’x10’ pop-up booth, in the event that the Government wishes to display such.
TASK 5: Conference Services Coordinator. The contractor shall provide a conference facility coordinator to assist the government personnel who will plan and organize the FRRG Annual Conference. This coordinator shall not be a third-party conference planner. Assistance will include, but is not limited to, securing the meeting rooms and registration space; obtaining and setting up audio visual equipment; ensuring the meeting rooms are set at the beginning of each session, and cleaned during breaks and at the end of the day; and ensuring meeting equipment provided by the contractor is secured at the conclusion of the event.
TASK 6: Government laptops, Power requirements, and Internet Access. The contractor shall permit the Government to bring and set up its own laptop computers to be used in conjunction with the contractor-provided audio visual equipment. The contractor shall permit the Government to connect its laptop computers and other equipment to the contractor’s electrical outlets and other facility hookups at no additional cost to the government.
(As used in this document, “at no additional cost to the Government” means the price of the referenced supply or service shall be included in the contractor’s firm-fixed price, and the contractor shall make no additional charges to the Government for the referenced supply or service above the proposed firm-fixed price.)
The contractor shall provide power for the following number of computers in each room:

TASK 7: Onsite Printing and Copying. The contractor shall provide on-site copying and printing capability of no more than 10 pages per day at no additional cost to the government. The government intends to print conference materials, as necessary, in Microsoft Word, PowerPoint, Excel or Adobe PDF formats.
TASK 8: Easels and Flip Charts. The contractor shall provide six flip charts/easels to be used in each of the six breakout rooms.
The contractor shall provide 10 easels. Easels will be used to hold registration signage and directional signage. The contractor shall permit the government to place directional signs and conference signage to direct guests to the conference. The easels will remain the property of the contractor.

TASK 9: Water. The contractor shall provide pitchers of water and/or water coolers in the contracted rooms at no additional cost to the government.

TASK 10: Final walkthrough. The contractor shall conduct a final walkthrough of the facility space with the government personnel one day prior to the event.
TASK 11: Room Block. The contractor shall provide a sleeping room rate for the FRRG Annual Conference attendees at a price no greater than the federal government per diem lodging rate set by the General Services Administration (GSA), in accordance with the Federal Travel Regulation (FTR).
The contractor shall also provide a reserved sleeping room block for the attendees. The contractor shall provide the Group Rate two (2) days prior and after the contracted meeting dates. The sleeping room block will be open for the conference attendees to make reservations until two weeks prior to the conference start date April 24, 2019, 11:59pm EST, the contractor may release any rooms in the block that are unsold to the FRRG 2019 Annual Conference attendees back into its general inventory.

All rooms at the group sleeping room rate or in the reserved sleeping room block shall be single- or double-occupancy non-smoking.
The contractor shall provide a telephone number and/or Internet URL for FRRG Annual Conference attendees to make reservations. The contractor shall furnish this telephone number and/or URL to the government and the government will disseminate it to the potential attendees.
The government shall not be responsible for any costs for any rooms in the block that are not reserved, used, or paid.
The Government shall not be responsible for any cancellation costs that may be incurred by FRRG Annual Conference attendees.
If the contractor’s facility is oversold the FRRG 2019 Annual Conference attendees will be the last guests relocated to a nearby hotel or hotels. In the event that the conference attendees must be relocated, the contractor shall notify the government immediately as to which attendees are being displaced. The contractor shall arrange comparable accommodations for the displaced attendees at nightly rates no greater than the federal government per diem lodging rate set by the General Services Administration (GSA). The comparable accommodations shall be as close as possible to the contractor’s conference facility and shall not be limited to hotel properties owned by the contractor.
In the event that attendees must be relocated on the first or second day of the FRRG 2019 Annual Meeting, if rooms become available in the contractor’s facility on a subsequent night or nights, the contractor shall offer those rooms to the attendees before offering them to other guests.
IV. Deliverables
The deliverable is the provision of conference facility space and the related supplies and services as outlined in Section III above.

F.1. Performance Period Period of Performance. The period of performance is the date of award through May 9, 2019.
F.2. Place of Performance The contractor shall perform the work at its own facility.
F.3. Deliverables The Contractor shall provide conference facility and related supplies and services in accordance with the Section C, Statement of Work.
Section G. Contract Administration Data
G.1. Contracting Officer The Contracting Officer (CO) is the only person authorized to approve changes to any of the terms and conditions of this task order. In the event the contractor effects any changes at the direction of any person other than the CO, the changes will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The CO shall be the only individual authorized to accept nonconforming work, waive any requirement of the contract, or to modify any term or condition of the contract. The CO is the only individual who can legally obligate Government funds. No cost chargeable to the proposed contract can be incurred before receipt of a fully executed contract, which includes any subsequent contract modifications or other specific written authorization from the CO.
The contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the CO, or is pursuant to specific authority otherwise included as a part of this contract. No order, statement, or conduct of government personnel, other than the CO, who visit the contractor’s facilities or in any other manner communicate with contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract.

Section H. Special Contract Requirements
H.1. Hotel and Motel Fire Safety Act of 1990. Federally funded meetings and conferences cannot be held in properties that do not comply with the Hotel and Motel Fire Safety Act of 1990. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

L.3 Submission Requirements
(i) Response to the Technical Factor 1: Provide a completed Facilities Checklist (Attachment J.1).
(ii) Response to the Price Factor: Submit a total price for the FRRG conference. The quoter may itemize other individual elements of the pricing. The Government is exempt from being taxed. Therefore, no tax should be included in the price submitted. Any tax exempt forms that need to be completed by the government may be submitted with the quote. Do not include the cost of the rooms in the quote.
Section M. Basis for Award and Evaluation Factors
M.1. Basis for Award The Government will award a purchase order resulting from this solicitation to the lowest priced technically acceptable quoter. Only vendors that are technically acceptable and able to provide all requirements will be considered for award.
M.2. Evaluation Factors
M.2.1. Technical Factor (Non-price) The Government will evaluate the extent to which the quote provides the facilities and associated services and supplies enumerated in Tasks 1-12 of the Statement of Work.
M.2.2. Price Provide a single total price for all of the work outlined in the Statement of Work, Section C. Price may be submitted as a separate document accompanying the Technical response. Price will be evaluated for reasonableness.
