1. Nature and/or description of the item/service being procured and anticipated cost:
This funding provides for American National Standards Institute (ANSI) support to participate and provide DHS technical contributions to the International Organization for
Standardization (ISO)/International Electrotechnical Commission (IEC) Joint Technical
Committee (JTC) 1/Subcommittee (SC 37) on Biometrics. SC 37 is the worldwide forum for the development, approval and dissemination of formal international biometric standards. ANSI is the o n l y official U.S. representative to the International
Organization for Standardization (ISO), which promotes the development of standardization and related activites in the world. DHS is unable to participate in ISO standards development process, and it is through ANSI that the US, including Federal agencies and commercial industry, has access to the ISO standards development processes to help ensure development of standards to support DHS mission needs.
ANSI operates a series of standards panels that assist the membership to identify gaps in standards and provide cross-sector coordination to facilitate the development, promulgation and use of voluntary consensus standards and guidelines. ANSI shall enable DHS and its components to effectively influence the development of technical standards to supports its missions by supporting the operation of SC 37 and its Working
Groups in providing reliable and competent leadership, management and administration required. ANSI will accomplish this by overseeing the timely development of meeting agendas and ensure the successful execution of these agendas by planning and managing the international ISO meetings; establishing milestones and target dates for contributions from technical experts and member countries, and establish milestones and target dates for and track and execute all action items of the SC37 work program.

_____X___ Only one source reasonably available.
_________ Urgent and compelling circumstances exists.
_________ Exclusive licensing agreement exists.
_________ Brand name. If the brand name requirement applies to a portion of the procurement, please identify that portion.
_________ Industrial Mobilization
_________ Other. Explain:
The American National Standards Institute (ANSI) is a 501(c)3 private, not-for-profit organization established in October 1918. For more than 90 years, ANSI has championed a voluntary standards development process in the United States and provided a voice for the U.S. in the international standards community to enhance the global competitiveness of U.S. business and the American quality of life.
ANSI is the sole U.S. representative and dues-paying member of the two major non-treaty international standards organizations, the International Organization for
Standardization (ISO), and the International Electrotechnical Commission (IEC). As a founding member of the ISO, ANSI plays a strong leadership role in its governing body while U.S. participation, via the U.S. National Committee, is equally strong in the IEC.
The U.S. only gets one vote in those bodies and ANSI is the sole member with that vote.
There is no other organization that has that access to ISO and IEC.
ANSI is also the only organization supporting the development of international biometrics standards through its biometrics subcommittee (SC37) and six working groups. They have been developing standards since 2002, and to date have published 118 standards and worked with 28 other countries to get them approved at the international level. No other organization has this level of experience or demonstrated success.
The funding provided here leverages the funding that twenty (20) other federal and industry partners involved in Biometrics are currently providing to ANSI. The other
Federal partners are DoD (PM Biometrics and the Defense Forensics and Biometrics
Agency), DOJ/FBI, DoS, and DoC/NIST. Examples of the 14 industry partners include
3M Cogent, Mitsubishi Electric Research Labs, MorphoTrak, and Unisys Corp. The level of funding DHS S&T is providing here would be insufficient on its own to fund the entire level of support ANSI provides.
In addition to the experience that ANSI has in successfully developing standards, they have established liaison relationships with other International standards organizations to ensure international positions/votes are coordinated. These include the International
Biometrics Industry Association (IBIA), International Labour Organization (ILO), International Telecommunications Union (ITU), and the Organization for the
Advancement of Structured Information Standards (OASIS). No other U.S. standards organization has these existing liaisons which are critical to ensure U.S. positions on standards are supported when they get to an international level.
