NATIONAL SECURITY AND EMERGENCY PREPAREDNESS

PRIORITY TELECOMMUNICATIONS SERVICES (PTS)

calls must get through…

Program Background

PTS, consisting of GETS, WPS, and NGN PS, is a White House coordinated program that leverages the commercially owned PSN to provide specially designed telecommunications services to the NS/EP user community during natural or man-made disasters when conventional communications services are ineffective.

• In addition to enhancing critical infrastructure protection, these telecommunication services are used to coordinate response and recovery efforts and, in severe conditions, to assist with COOP and COG.

• Through enhancements to the telecommunications infrastructure, ECD can effectively and economically address the COOP/COG needs while also providing a significant benefit of assured communications during

NS/EP incidents to the broader national, state, local, and non-government

NS/EP community.

NS/EP Programs enhance call completion in a degraded or stressed public switched network to support essential NS/EP communications in order to respond to a wide range of emergencies...

Background - Priority Telecommunications Services

GETS and WPS offer approved users priority access to landline and cellular networks in time of increased network congestion.

Government officials, public safety members and utilities can request GETS and/or WPS access at www.dhs.gov/requesting-gets-and-wps, 1-866-627-2255 or support@priority-info.com

Impact of WPS – Boston Marathon

“WPS was absolutely amazing. I was in a group of 30 people, almost all emergency responders, when the incident occurred and no one could get a line out. We could text message, but not call. So I used WPS by simply dialing *272 before the destination numbers and it connected right through.”

Matthew Metzger, Director of Operations of Boston College Eagle EMS

Contract Scope

Provide communications services (GETS, WPS, and NGN PS) to support NS/EP users in an all-hazards environment through PSN infrastructure enhancements

Provide carrier service agreements, requisite OAM&P and engineering support for PTS and other related priority telecommunications services.

Engineering is required for sustainment and technology refreshment of the specified services to ensure the service capabilities do not degrade, as Public Switched Network (PSN) technology upgrades occur, and that the services continue to be effective under all levels of stress.

Program Management

Program Management (PM) – The requisite planning and coordination to acquire, implement, and manage priority telecommunications services

Service Provider Council (SPC) – Support the SPC goal of developing interoperable Next Generation Network (NGN) Priority Service (PS) by advocating for IC controlled LECs and wireless carriers, and conducting research leading to NGN priority solution designs

Subcontracting - Imperative to PM is the award and management of numerous subcontracts with the carriers; regular project management reviews; and status of issues and proposed resolutions

Government Emergency Telecommunications

Service (GETS)

GETS – Acquire, deploy, maintain, and operate service

• Deployment - GETS is fully deployed but service arrangements do change due to network churn and NGN GETS

- Currently 15 LECs are under contract

- Planning tech upgrades to keep pace with network evolution

• Maintenance and Operations - Ensuring readiness and performance through network monitoring

- Paying carrier MRCs

Wireless Priority Service (WPS)

WPS – Acquire, deploy, maintain, and operate service

•WPS is fully deployed; however, technology bridging may be required to extend WPS lifespan

- Currently 6 cellular companies are under contract as WPS providers

- Planning tech upgrades to keep pace with network evolution

• Maintenance and Operations – Ensuring readiness and performance through network monitoring

- Paying carrier MRCs

Engineering Support

Sustainment Engineering - Extend the lifespan of existing priority services for GETS and WPS carriers

- Coordinate sustainment engineering, as appropriate, with AT&T, Sprint, and Verizon through the ECD and the Service Provider

Council.

Future Services Engineering - Assess telecommunications trends for the transition of Legacy PTS to NGN Priority Service (PS)

- Provide support engineering for follow-on NGN PS to identify candidate initiatives that leverage commercial carrier NGN investments to achieve cost-effective NGN PS solutions.

Operational Support

Operations, Administration, Maintenance, and Provisioning (OAM&P) – GETS and WPS are maintained at the highest levels of readiness

- Central OAM&P POC – The IC serves as the OAM&P central POC to ensure that GETS and WPS perform as modeled and that these services are effectively operated to respond to user demands.

- Configuration Report – Carriers submit LEC and WPS carrier reports for provisioning audits to verify service settings are correct.

- Trouble Ticketing – Users and testers document service anomalies for research and correction with the IC taking the lead and the carriers cooperating.

- Testing Service – Conduct annual network service verification testing

(NSVT) and regular reoccurring operational testing, including automated remote service verification testing through coordination with GETS LECs, T-Mobile, AT&T, Sprint, and Verizon to ID and correct network service problems.

Technology Refreshment

Next Generation Network (NGN) Internet Protocol (IP) - extend GETS and WPS viability with bridging developments and acquire NGN Priority Service (PS) carrier replacements for degrading or decommissioned Legacy GETS, and WPS

- LTE priority on T-Mobile’s network - acquire on T-Mobile’s network NS/EP priority service on LTE, specifically Voice over LTE (VoLTE)

- LTE priority on US Cellular’s network - acquire on US Cellular’s network

NS/EP priority service on LTE, specifically Voice over LTE (VoLTE)

- NGN PS from Cable Service Providers - acquire network priority services from COMCAST, Verizon FIOS, Time Warner, Cox Communications, AT&T

Uverse

- Recognize Existing GETS LEC Network Upgrades - Provision hybrid switch upgrades with GETS/NGN GETS priority.

Add GETS Carriers - Adding third party carriers that have obtained a dominant network share for third party long distance transport is a priority to ensure GETS call completion (Level 3, Peerless, etc.)..

Service Center

Implement, provide, operate and maintain a Service Center to:

- interface with service providers

- service user organizations,

- outreach to user communities

Service Center consolidated operational and help-desk services to include

Government Emergency Telecommunications Service (GETS), Wireless

Priority Service (WPS), and Telecommunications Service Priority (TSP)

Standards Support

Provide telecommunications interoperability standards subject-matter-expertise (SME) that is recognized by national and international standards bodies

SMEs will draft NS/EP priority telecommunications standards contributions for submission to national and international standards bodies

SME personnel shall be capable of attending and engaging the following standards organizations: ANSI, ITU, IEEE, 3GPP, ATIS, IETF, and IEEE802

Contract Scope

FTEs – 50+ FTEs that are primarily engineering and IT disciplines (Includes testing staff), and exercise of optional tasks will increase FTEs

Projected initial subcontracts will include 17 GETS wireline carriers and 7

WPS providers

Standards will increase FTEs if exercised; however, it is unlikely this optional task will be exercised
