RFP# 70RHAD18R00000005_0001
70RHAD18R00000005 Amendment 0001 Online Disease and Medical Information Subscription Services
1. Is this a new requirement? If not, who is the incumbent and what was the contract number and cost last year?
No, it is not a new requirement. The incumbent is Ebsco Industries Inc. The contract number is HSHQDC-13-C-00124. The cost of last year’s services was approximately $34,325.00.
2. What products are you currently using to meet these requirements? Are they meeting your needs?
Online Biosurveillance Information: GIDEON Online Medical Information: CINAHL/MEDLINE
GIDEON is currently meeting our needs for Online Biosurveillance Information.
CINAHL/MEDLINE meets some of our needs for peer-reviewed scientific literature.
There is a wide array of peer-reviewed science publishers. DHS requires access to online indexed full text nursing and allied health journals dating back to 1981 and online indexed full text medical journals.
The contractor’s proposed solution will be evaluated for best-value as follows:
(i) Type and breadth of information
(ii) Number of users/extent of access
(iii) Price
The technical evaluation factors (type and breadth of information and number of users/extent of access) are approximately equal in importance. The technical evaluation factors, when combined, are significantly more important than price.
3. What products or equivalents are you desiring to purchase or consider to meet your current needs?
DHS encourages the contractor to provide a best-value solution to meet this requirement as defined in the Request for Proposal.
4. Regarding CLIN 0001 & 0002: Do you have a specific publisher / database name for these two CLINS that you have listed: “Biosurveillance Information” & “Medical Information”?
See Question #2.
