A. PROJECT OBJECTIVE:
A.1.1 The objective of this project is to replace the existing partially functioning Intrusion
Detection System (IDS) with a new functional IDS. The new fully functional IDS shall consist of a control panel, keypads, door contacts, window contacts, motion sensor, repeaters, receiver and glass break sensors and any other appurtenances necessary to provide perimeter coverage to have it report to the FPS MegaCenter.
B. BACKGROUND:
B.1.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.
B.1.2 The following Statement of Work (SOW) and guidelines have been developed by the
Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.
C. PLACE OF PERFORMANCE AND WORK HOURS:
C.1.1 The place of performance is at the J.A. Redden U.S. Courthouse at 310 W 6th Street
Medford, OR 97501. There may or may not be onsite parking. The contractor should plan on unloading materials and then finding parking offsite.
C.1.2 Even though it’s a government facility it is the contractors responsible to determine if the facility and/or city have any additional insurance requirements. If there is any additional cost or additional insurance requirements the contractor shall include them in their proposal.
C.1.3 There may or may not onsite storage space available for contractor equipment. It’s the contractor’s responsibility to find their own storage if onsite storage is not available. If onsite storage is available, the Government is not responsible for any lost and/or stolen equipment.
C.1.4 Since the work being completed is within a courthouse the contractor shall work with the
FPS Project Manager (PM) to determine what work can be done during business hours and which must be done after-hours so not to disrupt courthouse operations.
C.1.5 Any work performed by the Contractor at their own volition outside specified working hours shall be at no additional expense to the Government.
C.1.6 All work to begin the project shall be coordinated with the FPS PM as to the time and conditions at least seven (7) business days in advance. All work shall be subject to approval by FPS PM.
