Answer:
No specific monitor size was provided in the question however for the salient characteristics for the monitors required, please see revised SOW provided with Amendment 0009 Section C, sub-section C.4.1.
40. The actual location whether 20’ or 150’ from the headend makes a difference in cost in wire and labor it would take to run wire to workstation, Will the government provide the exact location of any and all monitors on the map ? Will the government provide the mounting method needed for any and all monitors required in this SOW?
Answer: No, a site visit was provided. See designs for location of workstations and headend equipment. Mounting method to be confirmed with FPS PM. Please see revised SOW provided with Amendment 0009 Section C, sub section C.4.1.

D.5.1 VSS Equipment List at a minimum: 2 CCV Control Software Page (such as Avigilon or equivalent), There is no such Avigilon thing as “CCV Control Software Page” , Will the government clearly define this item requested with a correct part/item number and provide associated salient characteristic?
Answer:
Please see revised SOW provided with Amendment 0009, Section D, System/Equipment Salient Characteristics and Requirements, sub sections D.1 and sub section D.5.1
UPS Requirement
45. In section D.5.1 the UPS in the equipment list is a SM5000RT3UTAA or equivalent, this UPS is significantly larger than necessary to power the system. Also, under section E.1.4 it specifically calls out the UPS requirement and under section F.2.6 A) the government requires the contractor to provide UPS back up calculation. Based on sections E.1.4 and the requirement of F.2.6 A) Will the government allow the contractor to supply the Appropriately sized UPS based on the calculation of the power requirement on the system in each location there is a need/ requirement for backup power?
Answer: Yes. Please see revised SOW provided with Amendment 0009 Section D, System/Equipment Salient Characteristics and Requirements, Subsection D.5.1; Section E, Additional Project Requirements, Subsection E.1.4; and Section F, Deliverables, Subsection
F.2.6.
Storage Calculation
B.1.2 The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility. The Video Surveillance System (VSS) shall retain video for a minimum of 30 days +25% additional storage space for future expansion.
Storage shall be calculated at full camera resolution, full frame rate, and low compression.
C.3.1 The Contractor shall calculate appropriate storage for all cameras recording at thirty
(30) frames per second (fps) at the device (Camera, not total system), maximum resolution, and minimum compression. Storage capacity shall be capable of storing video for a minimum of thirty (30) days. The Contractor shall calculate and provide video storage requirements with the submitted proposal; the Contractor shall include enough storage for an additional five (5) cameras for future expansion maintaining the thirty (30) day minimum requirement.
46. B.1.2 conflicts with C.3.1 , Based on these 2 requirements the contractor has no clear direction to provide the calculation required for this SOW. One states 25% for future and one states 5 cameras for future. Will the government provide clear un-conflicting requirement for this calculation?
Answer:
Yes. Please see revised SOW provided with Amendment 0009 Section C, Scope, Subsection C.3.1 and Section B, Purpose, Subsection B.1.2.
47. Also with C.3.1 the “5 cameras” would have to be clearly defined as the camera type (single sensor or multi sensor) and Megapixel would drastically affect the calculation. Will the government provide the salient characteristics for the camera the government wants the contractor to include in this calculation?
Answer:
Please see revised SOW provided with Amendment 0009 Section C, Scope, Subsection C.3.1 and Section B, Purpose, Subsection B.1.2.
What is also missing from this requirement is the videos compression method H.264 or H.265.
All the cameras and server list both H.264 and H.265 compression codec.
48. There is a difference between the two codec. Will the government provide what codec it wants the contractor to use in calculation?
Answer:
The Contractor shall use H.265 for their compression codec calculations. Please see revised SOW provided with Amendment 0009, Section C, Scope, Subsection C.3.1
49. What is also missing from this calculation is activity (amount of time constant record each day) and scene (amount of movement in imagine), these setting are clearly available in the storage calculator and need to be defined to provide true and accurate calculations, will the government provide this information so contractors can provide accurate calculation to meet requirements in B.1.2 and/or C.3.1?
Answer: Please see revised SOW provided with Amendment 0009, Section C, Scope, Subsection
C.3.1
50. Using these calculations on Motorola’s design tool it shows that with the amount of storage listed in the SOW in section C.7.1 a), D.2 and D.5.1, in this sow FPS included the design tool and they used lower quality setting of 6 which is lower than what they are requesting the contractor to use and with what FPS used that it shows 30 days and 7 hours. If contractor was to do the calculation as outlined in this SOW, at the higher rates, there would be insufficient storage to meet the 30 day requirement. Based on these discrepancies will FPS verify and recalculate to provide a base line of storage for this SOW for the amount of storage servers needed to meet the 30 day requirement?
Answer: Yes. Please see revised SOW provided with Amendment 0009, Section C, Scope, Subsection C.3.1
Server
C.7.1
a) One (1) Avigilon NVR5-STD-64TB-S19-NA or Equivalent. Location of the NVMS shall be coordinated with the FPS COR/PM before installation.
b) One (1) Avigilon RM7-WKS2MN-NA SS or Equivalent, Remote Monitoring
Workstation, with USB PTZ controls. Location of the workstation shall be coordinated with the FPS COR/PM before installation.
51. There would be a difference in installation cost both wire and labor based on the location of any equipment in this SOW, will the government provide the exact location of server and workstations and place that location on the map?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
55. During the site visit there wasn’t a clear location of the workstation in the FPS area or the lobby area, there is a cost for shelving, racks or mounts as well as labor cost, in order for any contractor to provide an accurate submittal to the government the government would need to supply this information, will the government provide any and all information relevant (location and method) to the installation of any workstations and the severs required in this SOW?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
56. During the site visit there where prints that the building maintenance had and also GSA said they have building prints, will the government provide any and all documentation in relationship to current cameras and building electrical plans?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
57. The is a cost to run electrical to the server rack and that cost is directly related to the distance from nearest electrical panel, Will the government provide the exact location the government want the server rack and provide that location on the site map?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
Camera Locations
58. Will the government update the map to show the locations of cameras that was discussed during the site visit?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
59. During site visit FPS, suggested adding additional cameras to the SOW, at the front entry, will the government add those additional camera to the map? Wil the government update the equipment list? Will the government add the salient characteristics if different than those already in section D?
Answer: N/A
60. Will the government locate on map the location they want the headend installed and provide room number or name?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
61. Will the government provide location on the map of electrical panels that have open circuits available to supply power to the VSS Headend?
Answer: Please see ND0037_Design_Combined_Blueprints provided with Amendment 0009.
