Answer
Reference 1 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
Yes, this is a purchase order for new services to install VSS.
2 The scope lists 16 cameras, however the map shows a total number of 14 cameras, please clarify?
Section B.1.1 This SOW is for the purchase and installation of a new standalone, Network Video Management System (NVMS), IP cameras, client workstation, and all additional equipment and appurtenances necessary for a fully functional IP Video Surveillance System (VSS) located at the Mike Mansfield Federal Building and Court House 400 North Main Street, Butte Montana 59701.
The new system will have a total of 16 cameras purchased and installed.

SOW D.5.1 was edited to reflect correct verbiage of “VSS Control Software” (such as Avigilon or equivalent).
See AMD0001 with revised SOW Section D.5.1.
4 There are 2 rear exits doors that were not on the drawings and would like to be added.
We are suggesting these will be 8MP Varifocals Vandal Proof Domes.

Section D.3.4.
5 On the 2nd page drawings, the side corner exit, there is a 12MP Fisheye Camera that is supposed to cover that exit. It doesn't need to a fisheye camera. The 8MP Varifocal Vandal Proof Dome Camera will provide better coverage and will be more cost effective.
SOW D.3.4 has the call out for the requirements for the camera type requested.

6 The New workstation that will be in
Inspector Gina's office currently does not have a UPS, it will need at least a 1500VA Battery Backup added to protect the workstation. Currently there are 2 monitors in her office for viewing. They are not 4K quality, we are proposing to an additional monitor to match the current setup. So the total will be 2 new 32" 4K monitor.
SOW D.5.1 has been edited to reflect the requested change.
7 Currently there is a 2nd workstation that was thought to be needed at the CSO's station at the X-Ray Machine. After the assessment, their main focus will not have a need for that workstation there. All that is needed is to replace the small monitor hanging from the ceiling to be a 43" 4K UHD monitor for the CSO's to view the front entrance only, as the main US Marshal's Command Room is next door.
SOW D.5.1 has been edited to reflect the requested change.
Questions and Answers Amendment No. 1 (AMD0001)
8 In the same area at entrance lobby, we need to add a 8MP Varifocal Vandal Proof Dome at the entrance of the X-Ray Machine for coverage.
SOW D.5.1 has been edited to reflect the required change.

9 At the Main Entrance to the building, on the plan it's asking for the 12MP Fisheye in order to view the whole entrance and street. There will be a big distortion if going with this type of camera and there will be no coverage of the streets. We are proposing a true180' camera in place so it has coverage of the whole street and walk way.
SOW D.3.4 covers the requirements for the camera at that location.
SOW C.8 covers the historic requirements for the facility.
We are unable to alter the camera size and placement due to the requirements listed above.

Reference SOW Section C.8.
10 In the Marshal's Main Command Control Room where the NVR will be placed.
Currently there are 4 old monitors on the Vespa mount that are displaying the FPS cameras. We are proposing utilizing the same mounts and adding 4 new 32" 4K UHD monitors for viewing for the new 4K cameras.
SOW D.5.1 has been edited to reflect that change.
Mounts may be reused as long as they will maintain the vendor warranty.

11 With all of the new camera upgrades with the multi-lens and PTZ's, we will need to increase the battery back UPS to at least 9000VA in order to meet and exceed the minimum 4-hour standby.
Per the SOW:
E.1.4 Backup Power Requirements
–All VSS electrical and electronic equipment installed shall be powered from an Uninterruptable Power Supply (UPS). It is expected that all equipment necessary for continuous live viewing, recording, and archiving VSS will be uninterrupted during a power outage. The UPS shall be sized to provide at least four
(4) hours[1] battery back-up in the event the primary power source is interrupted.
The Contractor shall include load calculations with their bid proposal.
SOW Section E.1.4 specifies the UPS requirements for the equipment.
Please see SOW, Section E Additional Project Requirements, sub-section E.1.4 provided with original solicitation for applicable UPS specifications. It is the responsibility of the Contractor to calculate load requirements and offer applicable equipment that meets or exceeds the

UPS specifications outlined by the Government and the Contractor’s calculations.
12 Is there currently a pathway to the exterior pole for the installation of the 360 camera?
Yes. Currently there is a ¾ inch EMT conduit path from the building to the pole for the existing PTZ camera.
13 We recommend Fiber Cabling from the building to the pole and an enclosure with a hardened switch for this camera location.
Is this acceptable?
Acceptable as long as the requirements of SOW Sections E.1.4 and E.3.8 are met.

14 Equipment list calls for
2 each SU1500RTXLCD2U TAA SmartPro 208/120V 5kVA 4kW Line- Interactive Sine Wave UPS (or equivalent)
That part number (SU1500RTXLCD2U) is a 1500VA 1.35 kw UPS not a 5KVA 4kw

There is not any salient characteristics to refer to in section D of this SOW.
Could the government please provide salient characteristics or make this correction in the SOW to define what equipment the government is wanting the contractor to provide?
