About this file
This document contains a solicitation for armed protective security officer services throughout the states of Utah and Wyoming. The U.S. Department of Homeland Security's Federal Protective Service requires armed protective security officer services to protect federal personnel and property at federally owned and leased buildings throughout Utah and Wyoming. The services include all labor, management, training, licenses, and permits to provide armed security in accordance with the Statement of Work. The period of performance is a one-year base period plus four one-year option periods and an optional six-month extension. Services will be acquired through an Indefinite Delivery/Indefinite Quantity contract with fixed hourly rates. The acquisition is set aside for small businesses only as a 100% small business set-aside. Resulting task orders will be firm fixed price. The source selection process is a best value tradeoff where technical factors are more important than price. The estimated security hours are 1,932,341 hours over five years. The North American Industry Classification System code is 561612 with a size standard of $22 million. The solicitation was issued on June 2, 2022 with questions due by June 20, 2022.

FOR OFFICIAL USE ONLY (FOUO)
14.6.11 Unless granted a reasonable accommodation, all PSOs shall remain clean shaven. If a PSO claims that they require a shaving waiver (i.e. reasonable accommodation) because of a medical condition, they shall make requests to the Contractor and the Contractor shall engage in the interactive process with the PSO to determine whether to grant or deny the requested accommodation. The Contractor shall comply with the same reasonable accommodation requirements as those discussed paragraph 5.2 (Medical and Physical Qualifications) above. The permission to be unshaven should be granted only for the duration of the medical condition. If the PSO has a permanent condition, such as “Pseudofolliculitis Barbae”, the Contractor will keep this information in an appropriate file consistent with law. The Contractor shall ensure that any PSO granted a medical shaving waiver keeps their beard hair trimmed symmetrically and not to exceed one fourth of an inch from the skin’s surface, or as short as feasible consistent with the PSO’s identified medical condition. Prior to granting any shaving waiver as a disability related reasonable accommodation, the Contractor shall take steps to validate and document that the requesting PSO actually suffers from amedical condition which prevents them from remaining clean shaven.
14.6.12 If the Contractor grants a shaving waiver as a reasonable accommodation for a medical condition or religious reason, it shall provide the PSO a statement, on Contractor letterhead, indicating the type of waiver granted and the length of the waiver. The PSO must always have this statement in his/her possession. When a post inspection is performed, this statement must be presented to the Inspector upon request.
14.7 Supplementary Equipment
14.7.1 The Contractor is responsible for furnishing supplementary equipment. The PSO shall not possess unauthorized supplemental or personal equipment (e.g., equipment not issued by Contractor or required by this contract). The COmay direct the removal of PSOs found in possession of unauthorized equipment while on post from the contract.
14.8 PTS Computer/Tablet/Kiosk Devices
14.8.1 FPS will use a Post Tracking System (PTS) as an electronic validation of post staffing. The Contractor shall obtain applicable software licenses in accordance with federal regulations for operation of such PTS computer/tablet/kiosk devices and any peripheral equipment. The Contractor shall provide a copy of such permits to the COR prior to utilization.
14.8.2 The Contractor shall ensure useful availability of contractor provided PTS computer/tablet/kiosk devices on a continuous basis [within six (6) months after the Award Date.] The Contractor shall provide a fully operational substitute PTS computer/tablet/kiosk device when the primary device is temporarily inoperable no later than 72 hours unless otherwise approved by the COR/CO.
14.8.3 All costs for the operation and maintenance of PTS computer/tablet/kiosk devices shall be borne by the Contractor.
14.8.4 The Contractor shall furnish, stock, distribute, and sustain PTS computer/tablet/kiosk devices as identified and required to be utilized at all PSO posts. The Contractor shall maintain an adequate supply of replacement PTS computer/table/kiosk devices to be used in the event a PTS computer/tablet/kiosk device is damaged or inoperable. The PTS computer/tablet/kiosk may be

Attachment 1 Amendment 0001
Questions and Answers for RFP# 70RFPW22RW8000002, Armed PSO Services throughout the states of Utah and Wyoming
Question Answer 1 The Statement of Work in Section 5.3.5 states: “Once a completed personnel security package has been received, the standard processing time is generally up to twenty‐one
(21) calendar days, so long as there are no derogatory issues.” For planning purposes, what is the true average processing time for clearances in the last 12 months? If processing time consistently exceeds 60 days, will the Government consider allowing entry on duty with Quick- Checks?
Personnel Security Division (PSD) will NOT allow Quick Checks. According to PSD, from July 2021-April 2022-in Region 8, the time to process a COMPLETE Contractor Information Worksheet (CIW) where no Letter of Interrogatory (LOI) is required averaged 27.6 days. The time to process a COMPLETE CIW where additional information/LOI was required averaged 52.6 days.
For April 2022, the average processing time for a COMPLETE CIW was 9 days and 49 days for a COMPLETE package that required an LOI. PSD identifies a COMPLETE package as one where the prospective PSO has responded to his/her Electronic Questionnaires for Investigations Processing (eQIP) email and has provided all information required to initiate the investigation.
2 When does the Government anticipate the new Post Tracking System (PTS) will become active on this contract?
See Amendment 0001. RFP SOW Section 14.8.2, page 142/546, is hereby revised as follows: “The Contractor shall ensure useful availability of contractor‐provided PTS computer/tablet/kiosk devices on a continuous basis within six (6) months after the Award Date.” (SOW section revision indicated with brackets and underlined text.)
3 Are shotguns required on this contract? No
4 The specified font size is 11pt. Would the Government consider allowing the use of 10pt font size for tables and graphics?
See Page 504/546 of the RFP, Proposal Submission Requirements, paragraph 3. No, 11pt. font size is the minimum size requirement.
5 Would the Government please provide the number of TAS and ESS hours performed in each of the last three years?
The following historical information is provided for informational purposes and is not a representation of any future requirements:
TAS hours performed:
Option Year 1 (OY1) 1,689.40 Option Year 2 (OY2) 969.50 Option Year 3 (OY3) 2,359.25
ESS hours performed:
OY1 340
OY2 135.25
OY3 0
TAS and ESS requirements are non-recurring and generally unknown at this time. The Post Exhibit provides the current known service requirements, but the Government may order up to the maximum quantities specified in the 1449 pricing schedule; see Contract Clauses Section 03. Maximum Quantities on page 15/546 of the solicitation.
6 Would the Government please confirm if there will be a site visit?
No, a site visit will not be scheduled.
