A. Video Surveillance System Project Objective:

The project objective is to replace the current degraded analog system with an operational

Internet Protocol (IP) video surveillance system that can be recorded and viewed in several locations at the Richland Federal Building and have a viewing platform for

Protective Security Officers (PSO) on site.

B. BACKGROUND

1. The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal

Government.

2. The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate, Federal

Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or

Government leased space is unique.

3. This building is on the National Register of Historic Places so special consideration for design and placement shall be taken into consideration. Placement of devices will need to be approved by FPS Project Manager.

4. As a result of being on the National Register of Historic places projects in the building are required to follow the following guidelines set forth in the following publications.

“All work and workers must comply with the Secretary of Interior Standards for the

Treatment of Historic Properties.” See http://www.nps.gov/history/hps/tps/standguide/

B.1 Description of Existing System

B.1.1 The existing system at the Richland Federal Building consists of 15 fixed cameras connected to a Bosch DIVAR 16-ch DVR at the PSO screening station. The existing cameras are to be replaced with IP cameras and connected to the contractor provided system.

B.2 Description of New System

B.2.1 This SOW consists of two requirements. A base requirement and three optional requirements. Both the base and optional requirements must be included in the contractor’s proposal. The base and the optional requirement shall be separate line items in the proposal submitted by the contractor.

B.2.2 The base requirement of SOW is for the purchase, installation, and programming for a new Network Video Recorder (NVR) Server, two workstations, Master Network

Time Protocol GPS Time Server and 17 new fixed, 1 new PTZ and two multi-sensor

IP cameras with new wiring. In addition, this SOW includes the requirements for the following: network switches, monitors, racks, Uninterruptible Power Source (UPS) for equipment, camera mounts, and all appurtenances necessary to connect the new cameras to the new NVR for a fully functional IP VSS located at the Richland Federal

Building. The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility. All equipment that is proposed by the contractor shall comply with section 889 of the 2019 John S. McCain NDAA.

B.2.3 The first optional requirement is for a new multi sensor camera that views the main screening station and lobby area.

B.2.4 The second optional requirement is in addition to the fixed camera that is being replaced at the east entrance. Add a new Pan-Tilt-Zoom (PTZ) camera at the east exterior entrance. As a result, the east entrance would have two cameras. One fixed and one PTZ camera.

B.2.5 The contractor shall remove the existing cabling and shall run the new cabling for each

6 Law Enforcement Sensitive (LES) / For Official Use Only (FOUO) camera. The contractor shall use plenum rated cable above the ceiling. In all other areas the contractor is responsible for determining and installing appropriate cabling to each camera. All cameras must have a dedicated wire run and terminate to switch.

The Contractor must limit network runs to 85% of cable manufacture recommended maximum distance specs. All network wiring must be clearly identified, certified and tested for bandwidth and distance. Tester shall be a Fluke DTX-1800 or equivalent with ability to save results, those results shall be printed and provided to the FPS

Project Manager.

B.2.6 All cameras shall have a minimum of 100mb connection to each camera.

B.2.7 All POE network extenders must meet IEEE 802.3af PoE (15W) and IEEE 802.3at at PoE

Plus (2-event signature) (25-30W) IEEE 802.3bt PoE (to 90W+, non-LLDP) standard.

B.2.8 All network extenders must be powered by the system UPS.

B.2.9 Contractor is to purchase and install a minimum of one 24 port network switches.

If the Contractor determines more than one 24 port network switches are needed, the Contractor shall also include them in their proposal. Power over Ethernet

(POE) budget for cameras and POE powered devices connected to switch shall not exceed 70% of the POE budget of the switch. Contractor shall provide load calculations for the switches to ensure this. The Contractor is to determine the best location of the switches as well as the number of switches in each location. The

Contractor shall also provide a drawing showing what cameras and PoE powered devices are connected to each switch. See section D.5.1 for network switch salient characteristics.

B.2.10 All cameras must have a dedicated wire run and terminate to switch. No patch panels are authorized.

B.2.11 Contractor to program switch(es) to monitor cameras connection, if connection drops, the switch automatically power cycles the camera.

B.2.12 The Contractor shall ensure that all installed switches, other than the one installed with the headend equipment, shall be secured in a size appropriate, ventilated, wall mounted, lockable cabinet, and connected to Contractor provided UPS. The

Contractor shall provide the FPS PM with two keys for each cabinet installed.

B.2.13 All equipment will be powered by a UPS with a minimum 4-hour runtime or outlets serviced by generator back up power with an uninterrupted power supply

(UPS) with an available 15-minute minimum runtime to ensure all equipment stays powered up while generator switch over occurs. If the Contractor wants to use emergency power, they shall work with GSA Property Manager on emergency outlet wiring/locations/installations. Any cost for outlet installations will need to be covered in proposals. Currently, no equipment is connected to emergency power.

B.2.14 The contractor shall purchase and install a new security desk to replace the existing one in the lobby. For aesthetics purposes the desk will need to match the interior of the lobby. For any new wire runs to this location, the Contractor shall provide an extra 20 feet of cable for each run. The cable will be neatly wrapped and labeled.
