A. BACKGROUND

The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.

The following Statement of Work (SoW) and guidelines have been developed by the Department of Homeland Security (DHS), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SoW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

B. PURPOSE

B.1 Description of Existing System and Building:

This stand-alone facility is located within a federal complex. This is a single story, approximately 9,600 square foot building. It is wood framed and trussed with vinyl siding. The roof is a hip and valley shingle roof. From grade to the top peak of the building is approximately 16 feet.

There are 12 doorways and a total of 13 doors. The main entrance is located on the north side of the facility. The main entrance is a double door glass doors with metal frame.

This facility has a total of 82 thermally tempered, blast rated windows via window film (per GSA) throughout the exterior of the building The façade has 13 tempered glass windows. Some windows can be unlocked and opened.

There is a partial basement and crawlspace beneath the facility. There is an unfinished attic area above the finished ceilings along the main building’s roof peak. There is approximately 6 feet of height between the truss bottom and the peak. There is no flooring and has batt insulation installed. The access panel for this space is in room 12 which is the laundry. There is a double ceiling before accessing the attic area. Most rooms have false ceilings with an approximate height of 7’ 6”.

There are 120 VAC electrical main and sub panels are located in the basement and in room 12 (laundry room). Fiber Optics enters the building in the basement area.

B.2 Description of New System

This SOW is for the purchase and installation of a new standalone, Network Video Management System (NVMS), fixed/panoramic/multi sensor, PTZ, fisheye, IP cameras, client workstations, control center flat panel monitors, and all additional equipment and appurtenances necessary to provide a fully functional IP Video Surveillance System (VSS), located at the Stars and Stripes Learning Station, 100 North Washington Avenue, Battle Creek, Michigan, 49017. Also, this SoW shall include the purchase, installation, and programming of network Power over Ethernet (PoE) switching and uninterruptible power supplies for all associated NVMS components to make this a fully functional system. Each Multisensor and PTZ camera will utilize a POE injector for proper operation. All cameras will have IR capability.

B.2.2. The objective is to install a complete statically assigned IP based VSS to include, but not limited to, Network Video Management System (NVMS) capable of viewing, recording, playback, and exporting of video, cameras, servers, RAID 6 video storage, workstations, and network routers/switches. Provide and install camera mounts and other appurtenances, premise wiring, and system hardware as required for a complete and fully operational system as specified in this summery. The installed system shall easily be expandable for future growth. The system shall minimally meet or exceed all recommendations of an FSL-4 facility listed in the Interagency Security Committee (ISC) Appendix C for Child Care facilities.

The ISC Appendix C recommends video coverage in the following areas: facility perimeter, parking areas, personnel entrances, and vehicle entrances. In conversations with the GSA, it was requested that there is complete exterior perimeter coverage to include parking area and play areas. Cameras in interior areas to include classroom were originally recommended. They were requested to be removed for this SoW, but may be added at a later time. Due to this potential addition, the NVR/Servers will not be downsized, allowing adequate space and storage if they are to be added in the future. There are no pole mounted cameras or cameras not physically mounted on or within the daycare building. There will be three workstations installed on this system.

Two will be installed in the main federal building of this complex and one in the Daycare Center Managers Office. Per the GSA, there is fiber optics available between the daycare facility and the main buildings where the two workstations are to be located.

The recommended new system will consist of a Network Video Recorder (NVR) loaded with Network Video Management Software. There will be storage to provide minimally 30 days of archived video. This unit will be installed along with other components, in a full-size locking rack enclosure. There will an Uninterruptable Power Supply (UPS) capable of supporting the system for a minimum of four hours.

All cameras will have Infra-Red capabilities to provide some usable video in the event of a low/no light situation. All copper cabling will be minimally UTP Cat 6e or above and plenum rated. GSA has identified Fiber optic connections between the daycare building (Bldg. 11) and the main buildings (Bldg. 2, and 1A) that can be used to connect both workstations to the VSS (See Attachment D). The GSA data room in bldg. 2 (room 2-1-2) is a primary location where the fiber branches out to. There are ncotts

Highlight

6 For Official Use Only (FOUO) fiber layout drawings on the door of this closet. There will need to be coordination with GSA for any fiber utilization. Any fiber optic cable run for this project will be non-armored and 50/125-micron multi-mode.

The room designated for the new security head end equipment is located behind the main entrance reception area. It is currently a storage room. This room was designated as acceptable by both the GSA and Daycare Center Manager. The room is approximately 10’ x 11’ x 7’6” and has a drywalled ceiling. There is a 1x1 ceiling access panel in this room.

• One (1) NVR/Server (Avigilon AINVR-PRM-64TB-NA or Equal) The NVR/Server and other head end equipment will be located in the Daycare Center, storage room, directly behind the reception area. This room was identified as usable by the GSA Property Manager. All head end system equipment will be located within a full-sized locking rack with ventilation.

• Seven (7) 360-degree Multisensor Exterior Cameras with I/R. All multisensor cameras will be corner mounted on each corner of this building. One sensor will be viewing directly below and the immediate surrounding vicinity beneath that unit. These units will observe the entire building perimeter and surrounding areas. Each Multisensor camera will utilize a POE injector for proper operation.

• One (1) Pan Tilt Zoom (PTZ) Exterior Camera with I/R and Wiper. For zoom in observation of the northern outside play areas, garage, daycare parking lot and the vehicle gates. This PTZ camera will utilize a POE injector for proper operation.

• Two (2) Exterior Bullet 5.0 MP Cameras with a 9.0 – 22.0 mm Lens and I/R. One camera will observe the outdoor play area west of East Manchester Street and south of the garage.

The other camera will observe the east vehicle gates.

7 For Official Use Only (FOUO)

• Two (2) Exterior Bullet 8.0 MP Cameras with a 4.9 – 8.0 mm Lens and I/R. One will observe the outdoor play area between North Washington Avenue and the east daycare vehicle gates. The other camera will observe the far southeast outdoor play area.

• Seven (7) Surface Mount Fisheye with 1.6 mm Lens and I/R. These cameras will provide 360-degree panoramic views while minimizing most blind spots. These cameras will capture video of the classroom exterior entrances, and main entrance overhang.

This system will utilize three (3) workstations. One will be a two-monitor workstation located in the daycare facility Managers office, one will be a two-monitor workstation and located in the Federal Protective Service (FPS) office. One will0 be a four-monitor workstation and located in the Security room known as PSO Post 30-Adam.

This system was designed using Avigilon (Motorola Solutions) video equipment and utilizing the features of their equipment.

This system was designed using Avigilon (Motorola Solutions) video equipment and utilizing the features of their equipment.

Per ISC, Appendix C, When VSS is utilized, post signage at the entrance of the location. A preventive maintenance program for the VSS should be implemented after installation of this system.
