NUMBER QUESTIONS AND ANSWERS
1 Q: Please clarify how the system is supposed to record. The SOW states 15FPS. It is highly recommended to record on motion, at 15FPS, instead of recording everything all the time. If not recording on motion, you will have a hard time reviewing events, it is much more effective to record on motion. And it would drastically reduce the storage needed and cost. Please clarify how the system should record.
A: Section 2.2.2 of the SOW has been updated to read as follows: “Recording can be initiated through the detection of motion or can be continuous.”
2 Q: Paragraph D2.2.L states cameras must have the capability to obtain facial and license plate recognition. There are many definitions of Facial Recognition, but most refer to artificial intelligence. This would require someone or a service that would input parameters and then label faces as known people or strangers. Or it could look for faces of terrorists etc. All of that requires active management. What type of Facial Recognition is required?
A: Facial and License plate recognition shall be used to save images of persons and vehicles of concern. No usage of artificial intelligence will be needed.
3 Q: Reading license plates can be achieved with many cameras as long as the vehicle is in the right position and the camera is in a good position. In that case, some but not 100% of licenses would be captured. True License plate recognition (LPR) cameras are designed to capture licenses, but they are dedicated to that function. A true LPR camera would not be effective for other uses. Please clarify if LPR is required and what cameras should be LPR.
A: Facial and License plate recognition shall be used to save images of persons and vehicles of concern. No usage of artificial intelligence will be needed.
4 Q: In the list of equipment there is a note about exterior cameras obtaining license plate numbers from a height of 20-30’. We cannot guarantee plate numbers when the angle of the plate and camera is too great. Could the new cameras be mounted lower to ensure a good view of plates?
A: Yes. Adjusting camera views to maximize camera coverage is allowable and is in the best interest of the government.
5 Q: There are 4 new 40” monitors required. There are 2 existing 42” monitors, 2 existing 19” monitors, and 1 existing 60” monitor. Please clarify if the new monitors replace all of the existing monitors or are we reusing any existing monitors? Are all new 40” monitors going in the same room? If so, will they all be mounted on the same wall and in what configuration? What cameras should be shown on each monitor?
A: The 60-inch monitor will remain. All other monitors must be replaced. Any equipment that is in place should be submitted to FPS. Monitors that are positioned within the adjacent office can be replaced. Yes, the new monitors will replace all of the old monitors. No, new monitors should be placed within both rooms that have monitors present, similar to what is current in place. The monitors should display multiple views, the screening areas, as well as approaching and departing personnel and vehicles. Monitors should be capable of scrolling from different displays.
6 Q: During the walk through, there was discussion of installing all or some of the new cameras in locations that would not require a lift to install them and service them. In particular, cameras 1, 2, 6, 7, 8 could be mounted near the doors and would probably provide better views instead of looking down from high above. If we can determine better locations for some of the cameras, is that acceptable?
A: Yes. It is in the best interest of the government to receive any camera positioning adjustments that may provide better camera coverage.
7 Q: Could we do another site visit to consider those changes?
A: No. Time does not permit for an additional site walkthrough.
8 Q: Is shielded cable required for this installation? (RFQ – E.3.12) A: Yes, a shielded cable is required for this installation.
9 Q: Can the government specify whether 30 days or 60 days of storage is required?
(RFQ – B.2.2, C.3.1)
A: The government has allowed flexibility here. Based on that equipment type that has been installed, it may be easier or more difficult to reach 60-days. This is up to the vendor to prepare a proposal that offers between 30-60 days of storage.
10 Q: Can the government clarify the Period of Performance (i.e., 45-days or 60-days)?
A: 45-days
11 Q: In Section L, “Contractor Furnished Equipment,” there are line items for Wireless Access Points, Antennas, and Point to Multipoint Client Wireless. Can the government clarify what these items are to be used for?
A: Section L, "Contractor Furnished Equipment" has been updated to make items "Not Applicable" which is indicated on the SOW as "N/A".
12 Q: The solicitation specifies the need for a “new standalone CCTV system,” but later states that “no licenses will be provided.” Can the government please clarify what is meant? (RFQ – C.2.3)
A: The Government does not wish to have any camera licenses assigned to cameras that will be installed. This allows the Government to be in a better position in the future once warranties have expired. Also to replace antiquated cameras without any limitations.
13 Q: Will the Government provide power at the rack location, or will this be the responsibility of the security contractor?
A: The Government will provide power at the rack location which is available via outlets within the control room.
14 Q: Are Scaled Drawings available, if so please post.
A: No, there are no scaled drawings available.
15 Q: Are Ceilings Suspended? Or Hard Lid?
A: The Federal building has multiple ceiling types to include some drop ceilings.
16 Q: Are there existing Cable Trays for wiring above ceilings.
A: No
17 Q: Can Existing Wiring be utilized?
A: No. The existing is coaxial.
18 Q: Is a “UPS” required? If so, What Time/Power Duration is required?
A: Yes a UPS is required. 4 hours power duration. Interagency Security Committee
Standard RMP. Criteria 70 - Provide uninterruptible emergency power to essential electronic security systems for a minimum of four hours. This will only need to power the NVR and system (nothing else). While only running the wattage required to power the equipment for this system, four hours may be obtained much easier.
19 Q: Are “Or Equal” Equipment substitutions allowed?
A: The SOW asks for salient characteristics, no equipment model numbers are listed. Yes, equal equipment substitutions are allowed.
20 Q: Is “Plenum Wire” acceptable?
A: No. CAT cable is required per the SOW.
21 Q: Is “After Hours Access” for said work, available to contractor at no add’l cost to the Government.
A: Yes. This can be arranged when planning the schedule for the work to be completed. There will be no additional cost added.
22 Q: What is the height of Exterior Cameras?
A: There are multiple cameras heights. All of these details per camera are located within the SOW, within the drawings section. These are listed in table format as well as underneath each photo.
23 Q: Please provide/post other “Q & A” requests.
A: Questions and answers will be provided via amendment 003 to this solicitation.
24 Q: Please provide a list of equipment to be installed.
A: No equipment list will be provided. We can only list features and functions of prospective equipment per Section L.1 "Contractor Furnished Equipment" of the SOW.
25 Q: Is there a standard test procedure for the Government? (c.3.4) A: There is no standard test procedures. There is a check to determine operability and functionality that will be done on all equipment.
26 Q: Will there be available rack space for new equipment, or will a new rack need to be installed? (c.4.3).
A: No rack is required. No existing rack equipment will be utilized. Vendors will determine their approach with the usage of a rack.
27 Q: What does a CVT (Contractor Verification Test) and PVT (Performance Verification Test) entail, is there a standard form used? (e.4.1).
A: This is simply a test verifying if the equipment operates and functions as designed.
28 Q: Reference the maintenance agreement, for testing what is the frequency required? Quarterly? Annually?
A: Annually.
29 Q: Reference the video storage, 30 to 60 days of retention will double the storage capacity. Is 30 preferred or 60 days because it will affect cost?
A: Section 3.3.1 now reads:
“The Contractor shall calculate appropriate storage for all cameras recording at fifteen (15) frames per second (fps) at the device (camera, not total system), maximum resolution, and minimum compression. Storage capacity shall be capable of storing video for 30 60 days at motion or continuous recording. The Contractor shall calculate and provide video storage requirements.”
30 Q: Regarding the schedule, with lead times being pushed back due to shipping issues and equipment shortages, how will the timeframe of work completion be affected due to lead times?
A: Shipping limitations or benefits will not allow adjustable time limits on contract deliverables.
