RFQ 70RFP322QE3000001 –Video Surveillance System Installation Questions and Answers

Question 1: Per the RFQ provisions, the NAICS code for the subject RFQ is 561621. Would the Government consider using a different NAICS code for the instant requirement, such as 541519?

Answer: The NAICS Code selected is appropriate and will not be changed for this requirement.

Question 2: Can installers use the existing conduit that is already installed?

Answer: Yes.

Question 3: For one of the camera locations, the ceiling material is tin. This ceiling material could be a potential issue attempting to drill through it. Can the contractor move the location of the camera installation, but provide the exact coverage needed to avoid the tin ceiling?

Answer: Yes, to preserve and prevent damage to the facility. However, the contractor must ensure the new camera location provides the exact coverage needed.

Question 4: What security clearances will be required for work on site?

Answer: There is no security clearance required. However, the contractor must have Suitability Requirements. Please see Section G.8 of the Statement of Work.

Question 5: What is the anticipated timeframe to acquire EOD as mentioned in Section G.8.3?

Answer: If there are any significant delays with acquiring the EOD in a timely manner, escorts will be available, if necessary.

Question 6: What is the color to be used for conduit marking and cable for the VSS?

Answer: For conduit hidden inside the facility, and cable, please use industry standard color for CCTV. For any conduit outside, the paint should match the facility color.

Question 7: Will sufficient time be allotted to work in any courtroom/judges’ areas, if necessary?

Answer: Arrangements will be made to provide access to the courtroom/judge’s areas, if necessary.

Question 8: Will the Government provide onsite storage space for contractor equipment and hardware?

Answer: Yes.

Question 9: Will the Government provide electrical power at the rack location, or will this be the responsibility of the contractor?

Answer: There is electrical power available at the rack location. If additional electrical power is needed, the contractor is responsible to provide the additional electrical power.

Question 10: Does the Government anticipate that the construction of the FPS IT room will be completed prior to rack installation?

Answer: The FPS construction area is not a part of this requirement. Furthermore, ALL headend equipment, and workstations, will be installed in the security room that is already in existence. The ½ rack, server, and two workstations, should be installed in the existing security office.

Question 11: Under VSS Locations basic equipment list, a 42” Avigilon monitor is specified - Avigilon Monitor HD 42” LCD M4K43-NA (2 Each FPS office & Screening Area). However, in Section C.8, under Location Two Workstation/Monitor, a 55” Dell monitor is specified. Can the Government please clarify the monitor sizes required at the FPS Office and Screening Area?

Answer: The contractor shall provide a single 43” monitor for each workstation. Please see the revised Statement of Work.

Question 12: Per Section G.5.1 in the RFQ, there is information regarding concurrent construction projects during the installation period. Are there any further instructions that the Government can provide so that the contractor can coordinate with any other trades appropriately if needed?

Answer: No other construction projects at this facility should impact this requirement.

Question 13: Is there a targeted or preferred date for the installation period?

Answer: Per Section F.1.2 of the SOW, “The Contractor, after receiving a written “Notice to Proceed” from the FPS COR/TPOC, shall complete the installation, including PVT testing and final inspection within ninety (90) business days”.

A. BACKGROUND

A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.

A.2 The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate (MGMT), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

A.3 Replace the exterior/interior and upgrade the Video Surveillance System (VSS) at the William

S. Moorhead Federal Office Building, 1000 Liberty Avenue, Pittsburgh, PA 15222.

On August 2018, H.R.5515, the John S. McCain National Defense Authorization Act of Prohibition on certain telecommunications and video surveillance services and or equipment was signed for Fiscal Year 2019 to eliminate Huawei, Hikvision, Dahua, and subsidiaries of these China owned companies from supplying the military and Federal Government with security camera equipment and any telecom/data switchgear. As a result, the contractor shall not provide any equipment from these China owned companies. Contractor to comply with the H.R. 5515 Act and provide verification that furnished product(s) meet this Enactment.

B. PURPOSE

B.1 Description of Existing System

The existing VSS equipment is outdated and well past the five-year life cycle, system also has several cameras displaying degraded images and in need of replacement, and not being supported by the manufacturer. Currently there are 23 cameras, (eleven exterior, four garage and eight interior), with one Digital Video Recorder (DVR) with two 24” monitors. No addition viewing locations are provided.

Replace the existing 23 cameras with new IP technology multi-head (three and four sensor unit), 360 fisheye cameras, dual and single fixed cameras, for exterior due to the use of multi-head cameras, location count will decrease to eight locations, but image views will increase to 26.

During the security assessment and evaluation of the existing surveillance system it was determined that four cameras would be required to provide coverage for the garage parking, two for loading dock bay area, one loading dock and eight interior locations, providing 21 camera locations, with a total of 40 views. Two client workstations with dual HD flat screen monitors, network switches new CAT 6/7 cabling, misc. conduit, four-hour minimum backup for entire system and all additional equipment and appurtenances necessary for a fully functional IP VSS system located at the William S.
