About this file

This is Amendment 0001 to Solicitation 70RFP226QEC000009, issued by the U.S. Department of Homeland Security Federal Protective Service (DHS/FPS) Acquisition Division in Philadelphia, PA. The amendment is effective September 18, 2026, and applies to veterinary services for FPS canines.

The amendment revises the Statement of Work (SOW) and clarifies multiple requirements. The contractor must provide routine incidental outpatient care, 24-hour emergency care, critical-care capability, and surgical services for FPS canines at a facility located within 25 miles of 1201 M Street SE, Washington, DC 20003. The revised SOW removes previous language restricting subcontracting of critical care services, though the vendor remains responsible for ensuring all required services are available within the specified radius. Pricing for routine incidental outpatient care must be submitted directly in Attachment II (Pricing Schedule) with out-year escalations included. The contract period of performance runs from September 30, 2026, through September 29, 2031. The amendment includes industry questions and answers addressing subcontracting flexibility for small-business prime contractors, geographic radius clarification, pricing schedule submission requirements, and arrangements for after-hours emergency services through specialty centers with billing coordinated through the prime contractor. Contractors must acknowledge receipt of this amendment prior to the solicitation deadline by completing offer items 8 and 15, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The answers to the questions below are provided for informational purposes, any changes resulting from the questions and answers are contained in the formal RFQ. If there is a conflict between the RFQ and the information provided in the answers to the questions, the

RFQ governs.

1. Attachment I Statement of Work

Question: The SOW states, “No subcontracting of critical care services” and also refers to

“full-service capability without subcontracting.” Would the Government accept a small-business prime contractor teaming with one full-service veterinary hospital that would directly perform all routine, emergency, and critical-care services at its own facility, with no further subcontracting of critical-care services?

Answer: The SOW has been revised to remove the

“No subcontracting of critical care services” language and the “full-service capability

The vendor remains responsible for ensuring all required services are available within a 25-mile radius as specified in the SOW, including routine preventive care, routine incidental outpatient care, 24-hour emergency care, critical-care capability, surgical services, medical boarding, routine operational boarding, required equipment, required response times, security requirements, and coordination/authorization procedures.

Please ensure any teaming arrangement meets all revised SOW requirements and is in accordance with FAR 52.219-14, Limitations on

Subcontracting (OCT 2025) (DEVIATION 26-03).

2. Attachment I Statement of Work

Question: SOW Section 3.2 states the clinic must be within 25 miles of 1201 M Street SE, Washington, DC, while Section 9 states 15 miles. Please confirm which radius applies.

Answer: The Statement of Work has been updated to remove the conflicting language and confirm that the radius for services is within 25 miles.

3. Attachment I Statement of Work

Question: SOW Section 4.2 states routine incidental outpatient care is included in a monthly fee/pricing, but the pricing schedule does not appear to contain a monthly service line item. Should those incidental outpatient costs be built into the listed unit prices, or is a separate monthly pricing line intended?

Answer: The SOW has been revised to remove the monthly service line. Routine incidental outpatient care shall be priced in accordance with Attachment II, Pricing Schedule. Vendors are required to complete Attachment II and provide pricing for the applicable listed line items to include any escalation in the out-year pricing.

4. Attachment I Statement of Work

Question: Regarding emergency and after-hours care, would an arrangement where after-hours emergency cases are seen and treated through a separate veterinary emergency and specialty center be acceptable, with billing coordinated through the prime contractor, or does the solicitation require the contractor’s own facility to provide all emergency services directly?

Answer: See answer to question #1.

5. Attachment II Pricing Schedule

Question: Would you prefer that we provide pricing directly on each individual line item in the solicitation, or would it be acceptable to submit our complete current price list along with the applicable annual increases, as we did under the previous contract?

Answer: Vendors shall provide pricing directly in Attachment II, Pricing Schedule and account for any escalation in the out-year periods. The pricing schedule was created to improve invoicing and payment efficiency and to provide better accountability for services.
