About this file

This document contains an amendment to a solicitation and related questions and answers regarding armed protective security officer services at various federal facilities in Maryland. Key details include:

  • The Department of Homeland Security intends to award an indefinite delivery/indefinite quantity contract for five annual ordering periods to provide armed protective security officer services at multiple federal facilities in Maryland. The requirement is set aside for women-owned small businesses.

  • The amendment provides questions and answers to offerors for informational purposes only and does not change the solicitation. It clarifies that guard mount is not formally required but may be included at the offeror's discretion. It also notes that the incumbent contractors' collective bargaining agreements reflect the most current wage and benefit rates.

  • The pre-proposal conference is scheduled for February 8, 2023 and questions are due by February 10, 2023. Proposals are due by the time and date specified in the amended solicitation. The contract is set to begin on April 1, 2023 and run through March 31, 2028.

Question #1. Can you please clarify the Guard Mount policy? Our experience has shown that paying for guard mount time or additional compensation is unnecessary. The Request for Proposal (RFP) does not mention Guard Mount nor the CBA, but the Price Element Breakdown sheet includes a row for calculating the guard mount time. Is there a requirement for the guards at this specific post to participate in a guard mount, as it is a rare practice to compensate PSOs or armed guards for being ready to start work upon arrival at the post?

Answer: The Statement of Work does not have any formal guard mount requirements. Please refer to the applicable CBAs for any guard mount requirements. Further, an offeror may include guard mount at their discretion.

Question #2. CBA-2023-29 (MD0195). Will the government please provide an updated Appendix A or MOU regarding current wage and benefit rates for this CBA, as the last stated rates were effective 09/30/2020 and 12/01/2020?

Answer: The CBAs in the solicitation are the current CBAs as confirmed by the incumbent contractor.

No further updates are available.

Question #3. CBA-2023-27 (MD0766-MD1185), CBA-2023-29 (MD0195). Has the updated CBA(s) allowed for an increase in holidays to include Juneteenth?

Answer: See answer to Question #2.

Question #4. SOW Exhibit 8a. Please verify which, if any posts, are IRS specific facilities, requiring the Annual IRS Security Awareness training. Can this training be completed during billable hours?

Answer: MD0195 is an IRS facility. All PSOs working at this facility shall require the annual IRS Security Awareness training. No, this training can’t be completed during billable hours.

Question #5. SOW Exhibit 10.6. Is the Post Tracking System (PTS) currently in use at all buildings? If not, when does the Government anticipate the new Post Tracking System (PTS) will become active on this contract?

Answer: No, PTS is not a requirement on the incumbent contract. The Government anticipates PTS to be available at the start of performance.

Question #6. SOW Exhibit 10.2 What is the required weapons platform to be used on the new contract?

Answer: 9mm. See SOW Exhibits, Attachment 2, Exhibit 10. Contractor-Provided Equipment.

Question #7. SOW Exhibit 10.2. What is the current weapons platform used by the incumbent Guards at each building?

Answer: 9mm, Smith and Wesson, M&P model

Question #8. SOW Exhibit 10.2. Are shotguns required at any facilities?

Answer: No

Question #9. RFP, Page 3. At the sites where there is allowed weapons and ammo storage space, where is this located in relationship to the post(s) location?

Answer: As stated in the RFP, there is no weapons storage at MD0195. All other facilities have onsite weapons storage; however, the Government cannot answer this question due to the varying distances of the weapons storage space in relation to the different post locations within each facility.

Question #10. Is the level of effort reflected in the RFP the same level of effort that is currently being performed by the incumbent guard force?

Answer: Yes. Please be advised that this is an indefinite delivery, indefinite quantity type contract and task orders will be issued for the actual known service requirements based on the post requirements at that time. The current, known service requirements are provided for informational purposes only. Please see page 11 of A. Contract Clauses of the RFP, section 03. Maximum Quantities.

Question #11. Are there any staffing issues on the current contract?

Answer: The Government can’t answer questions in relation to the incumbent contractor’s performance.

Question #12. Are current contractor employees fully qualified in terms of training completion?

Answer: Incumbent PSOs currently standing post are fully qualified to stand post on the incumbent effort; however, if any training expires between now and when the new contract starts performance, there may be circumstances where the PSO is not fully qualified to stand post. It will be the awardee’s responsibility to ensure PSOs are fully qualified to stand post on the new contract. Please also refer to the Master Certification List (Attachment 11) for PSO training information.

Question #13. Is there an NWDTP certified Instructor on the contract?

Answer. Yes. Please also see SOW Section 6.7 & 11.4.

Question #14. Are the current PSOs and Supervisors trained to the NWDTP standards in the solicitation?

Answer: NWDTP is a post specific training and not all PSOs are required to have this training. Please refer to the post exhibit which specifies which posts require this training and the Master Certification List (Attachment 11) which specifies which PSOs currently have this training.

Question #15. Where is the incumbents Program Management Office?

Answer: There is no requirement in the incumbent effort nor in the instant requirement for a program management office. As an aside, Amendment 0001 lists the locations which currently provide onsite space for contractor use; however, there is no guarantee this space will be available for contractor use throughout the life of the contract.

Question 16. Is vehicle screening required at any of the access control posts? If so, is the vehicle screening equipment provided by the government?

Answer: No

Question 17. What is the recommended brand/model for handheld radios?

Answer: The Government does not specify a recommended brand/model for handheld radios. Please see SOW Exhibits, Attachment 2, Exhibit 10. Contractor-Provided Equipment, Communications Equipment Requirement for the Government’s minimum requirements under this RFP in relation to the communications equipment.
